JON DALLEY is an attorney with Stevens Clay PS, where he represents school districts in a variety of matters. Before joining the firm, Mr. Dalley worked as a law clerk for an education law firm in Seattle and worked as a legal extern for Gonzaga University’s General Counsel’s Office. He earned his B.A. degree from Idaho State University and J.D. degree, summa cum laude, from Gonzaga University School of Law. Mr. Dalley is a member of the Washington State Bar Association. He is admitted to practice in Washington.
ALEX FERN is an attorney with Stevens Clay PS, where he practices in all aspects of K-12 education law. Mr. Fern is admitted to practice in Washington. He is a member of the Washington State Bar Association and the Spokane County Bar Association. Mr. Fern earned his B.A. degree, with honors, from Whitworth University and J.D. degree, with honors, from Gonzaga University School of Law.
MICHELLE GWINN is a special education coordinator with the Spokane Public Schools, where she provides guidance to district employees on district policies and procedures and discipline issues for special education students. Ms. Gwinn assists in special education compliance issues and coordinates services across the district to best serve individual needs of students. She also works with staff and families on various issues, e.g., discipline, trainings, compliance, public relations. Ms. Gwinn earned her educational leadership certificate from Washington State University, her M.Ed. in special education, functional analysis from Gonzaga University and her B.A. degree in special education from Gonzaga University.
LORRAINE A. PARLANGE joined the Kalispel Tribe of Indians as the in-house tribal attorney in 2006. She has more than 23 years of experience as an attorney representing public and private sector clients in a variety of issues, including employment law, education, social work, taxation, public relations, criminal law, administrative, regulatory, and Indian law cases. Over the years, Ms. Parlange has successfully litigated matters in administrative proceedings including mediation and arbitration. As lead litigator, she has handled cases over multiple jurisdictions including tribal, state and federal courts. Ms. Parlange has taught classes in several areas including education, parent advocacy, social work, counseling, investigating and interviewing techniques. She continues to present at conferences in the areas of special education focusing on current regulations and case law, and advocacy for children and for parents of children with special education needs, as well as federal Indian law. Prior to her legal career, Ms. Parlange worked as a counselor in New York with at-risk youth and survivors of sexual abuse. She has her master's degree in education with an emphasis on special education and applied behavioral analysis.
