MICHAEL ELSKEN is a staff attorney for Disability Rights Nebraska (formerly Nebraska Advocacy Services, Inc.). Since 2002, he has engaged in a broad range of “protection and advocacy” activities for the agency on behalf of individuals with disabilities in the state of Nebraska. Mr. Elsken has participated in litigation involving issues for individuals with disabilities in administrative proceedings, state court systems, and federal court systems. This litigation experience includes administrative hearings involving Social Security, employment, Medicare, Medicaid, and special education issues; state court actions involving issues impacting individuals with disabilities, such as abuse/neglect, tort claims, and guardianships; and federal litigation, including, employment discrimination actions and a federal class action. Mr. Elsken participated as a presenter in educational and training programs for individuals with disabilities, and for entities who supply services for individuals with disabilities. He earned his B.A. degree from Northern Illinois University and his J.D. degree from the University of Nebraska-Lincoln College of Law.
SEAMUS KELLY is an attorney in private practice in Omaha with the Law Office of Seamus Kelly. The firm is a general practice law firm, but with special emphasis and skill working in disability, special education and elder law issues. Mr. Kelly has been appointed by the governor to speak for families on the Nebraska Planning Council on Developmental Disabilities as a parent for the past seven years. He also serves on Vocational Rehabilitiation's State Rehability Council and on the PTI Nebraska Board of Directors. Mr. Kelly has continued developing his skills working for people with disabilities and has earned a certificate in leadership education in neurodevelopmental and related disabilities (LEND) from the University of Nebraska Medical Center Munroe Meyer Institute, and has attended the Wrightslaw Institute on Special Education Advocacy. Mr. Kelly received his B.A. degree, cum laude, from the University of Nebraska - Lincoln and his J.D. degree from the University of Nebraska College of Law.
