FRANK G. BARILE is an attorney at Guercio & Guercio, LLP. His areas of practice include special education, public sector labor and employment law, collective bargaining, general counsel and litigation. Prior to joining the firm in 2017, Mr. Barile was an associate attorney at a New York law firm representing public school districts and BOCES. Mr. Barile has been published in several law reviews, including the Albany Law Review, Brigham Young Education and Law Journal, and JCRED. He is a frequent speaker at various school law conferences and workshops throughout the state. Mr. Barile graduated cum laude from Binghamton University, with a double major in English and philosophy. He earned a master's in childhood education from St. John’s University School of Education in 2007, and taught middle school English before enrolling in St. John’s University School of Law, graduating with his law degree. TARA L. MOFFETT is a partner with Girvin & Ferlazzo, PC, where she concentrates her practice in the area of education law with a focus on special education. She is experienced in the field of special education, including Section 504 of the Rehabilitation Act and the Individuals with Disabilities Education Act. Her practice includes consultation, negotiation, mediation, litigation, and appellate work in state administrative proceedings and federal court. Ms. Moffett provides guidance and training to school districts on general education matters, such as confidentiality of student records, residency issues, bullying, and discipline. Ms. Moffett is admitted to practice before the U.S. District Court for the Southern District of New York and in the state of New York. VERONICA REED, as the principal attorney of the Law Office of Veronica Reed, is an education attorney focused on representing New York Capital District schoolchildren in all matters relating to schools: education issues, special education (IDEA), DASA bullying, school discipline, appeals, and federal litigation. MARION M. WALSH is a partner with Littman Krooks LLP, where she focuses her practice on special and general education advocacy. Ms. Walsh has worked in education law for more than 15 years and has been an advocate for children in many capacities. She has worked to improve public school districts for all students. She is a past president of the Hendrick Hudson Board of Education (2009-2012) and served on the board as a trustee for nine years. Prior to joining Littman Krooks LLP, Ms. Walsh recently worked as an attorney for a law firm specializing in education law, where her practice focused on special education compliance and defense. She is a certified impartial hearing officer for children with disabilities by the New York State Education Department. Ms. Walsh has written three books,What Do I Do When? The Answer Book on the No Child Left Behind Act, The Superintendent’s Guide to Special Education Policies and Procedures, and Student Discipline & School Safety: Administrator’s Guide to Best Practices, Policies & Procedures.
