JOANNE DARCY CRUM is an attorney and a professional land surveyor with more than 30 years of business experience. She has a general law practice and offers survey expertise, expert witness and litigation support in real property and title matters and disputes. Ms. Crum regularly provides land surveying expert witness services throughout New York State. She also offers a full service professional land surveying office offering all types of boundary and design surveys, specializing in boundary dispute consultation, expert witness testimony, and client representation at planning and zoning boards for project development. Ms. Crum is licensed as a professional land surveyor in New York, New Jersey and Florida. She is an active member of the American Consulting Engineers Council - New York (ACEC-NY) on the Legislative Committee, MWDBE (Minority, Women and Disadvantaged Business Entities) Committee and SUCF (State University Construction Fund) Committee, and the New York State Association of Professional Land Surveyors, where she is a member and former president of Catskill Area Association of Land Surveyors and a member of Eastern New York Society of Land Surveyors. Ms. Crum earned her B.A. and M.B.A. degrees from the University at Albany and her J.D. degree from Albany Law School of Union University. She is admitted to the New York State Bar, Third Appellate Division and the U.S. District Court for the Northern District of New York.
GILBERT M. HOFFMAN is the chief underwriting counsel for Vanguard Research & Title Services, Inc. He is responsible for underwriting and supervision of their examining counsel in all counties in New York State. Mr. Hoffman's practice includes underwriting of commercial real property titles, generating facilities, transmission lines, industrial facilities, shopping malls and office parks. He handles real property litigation, claims, and development of underwriting practices in emerging real property title areas. Mr. Hoffman is a member of the Executive Committee of the Real Property Law Section of the New York State Bar Association and upstate co-chair for the NYSBA Real Property Law Section's Title & Transfer Committee. He chairs the Real Property Law Section of the Onondaga County Bar Association, and is a frequent lecturer at CLE programs throughout upstate New York. Mr. Hoffman is a graduate of Syracuse University and its College of Law.
ROBERT J. ROCK is a partner in the Albany office of Tully Rinckey PLLC. Mr. Rock has extensive experience in corporate and commercial matters to assist and guide firm clients on both sides of the Atlantic, particularly U.S. clients that do or wish to do business in Ireland and Irish clients that do or wish to do business in the United States. He has more than 35 years of experience in dealing with complex financial, corporate and commercial issues and is the immediate past managing partner of the firm’s Albany and New York City offices. Mr. Rock has been expanding Tully Rinckey PLLC's bankruptcy practice, particularly in the areas of Chapter 11 (business) and Chapter 12 (farm) reorganization, while continuing the firm's tradition of representing individuals in Chapter 7 and Chapter 13 proceedings and all types of bankruptcy litigation. Mr. Rock earned his B.S. degree in political science from LeMoyne College and his J.D. degree from Albany Law School.
