KATHLEEN DeLACY is a partner in the Wilmington office of Reger Rizzo & Darnall LLP. Ms. DeLacy brings more than a decade of legal experience to her estate planning practice, concentrating on representing individuals emphasizing a broad range of estate and trust planning and administration matters. Her practice includes assisting clients in the areas of estate and trust administration, will and trust preparation, estate tax plans, handicapped and special needs beneficiaries, guardianship issues, adoption, bankruptcy, real estate, litigation, and family law. Ms. DeLacy regularly handles estate administration and probate issues in the Court of Chancery. In addition to her practice, she teaches contracts and legal research in the paralegal program at Delaware Technical & Community College - Owens Campus and she has also taught at Wilmington College in their graduate and undergraduate programs. Ms. DeLacy is licensed to practice law in Delaware. She has also been admitted to practice in the U.S. District Court for the District of Delaware and the U.S. Court of Appeals.

Before practicing law, she was a financial manager concentrating on structured finance arrangements and tax planning. Ms. York earned her Bachelor’s Degree, magna cum laude, from Florida A&M University; her M.B.A. degree from the University of Pennsylvania Wharton School; and her J.D. and LL.M. degrees from Temple University Beasley School of Law. She is a member of the Delaware State Bar Association (Trust and Estate Section, Multicultural Judges and Lawyers Section), and Delaware Barristers.
