LISA FAGAN is the owner of the Law Office of Lisa Fagan, and advises parents of children with disabilities on all matters relating to special education services. She represents clients in mediation, administrative hearings, due process and disciplinary hearings; and provides representation and counsel on matters relating to disability services and special needs planning. Ms. Fagan is a member of the Fairfax County Public Schools Advisory Committee for Students with Disabilities and a peer reviewer with the U.S. Department of Education. She is a member of the Council of Parent Attorneys and Advocates (COPAA), and the Virginia and American bar associations. Ms. Fagan earned her B.A. degree from Allegheny College and her J.D. degree, cum laude, from Washington College of Law, The American University.

RONALD P. GEIERSBACH is an attorney currently serving as the coordinator of due process services for the Virginia Department of Education. He coordinates the educational program for Virginia’s Special Education hearing officers and manages the special education hearing process for Virginia’s public schools. Mr. Geiersbach is involved in the special education complaint process and has served as a complaint specialist for a number of years at the Virginia Department of Education. He provides support to Virginia’s public schools related to the special education process, and has served on federal program monitoring teams reviewing special education activities in several Virginia school divisions. Mr. Geiersbach has served as an assistant attorney general in Virginia, and has been in private practice where he handled special education cases on behalf of parents. For several years, he handled cases as a Virginia administrative hearing officer, including serving as a special education hearing officer from the list of hearing officers maintained by the Virginia Supreme Court. Mr. Geiersbach has been a criminal prosecutor in three states. He has been a speaker on special education issues for school divisions and parent groups covering a wide range of special education topics, including statewide and national conferences. Mr. Geiersbach was on the team who worked on the revision of the Virginia Special Education Regulations following the passage of the Individuals with Disability Education Act of 2004. He continues to provide insight into interpretation of the statute and regulations to school divisions and parents of students with disabilities. Mr. Geiersbach earned his B.A. degree from Anderson University and his J.D. degree from Valparaiso University.

JULIET D. HIZNAY is the founder of J.D. Hiznay, PLLC, a private law practice in Arlington, Virginia. She serves Virginia families on special education and other disability-related matters, including school discipline and disability-based discrimination in the educational setting. Ms. Hiznay actively advocates for improvements to state law affecting individuals with disabilities. In May of 2017, Ms. Hiznay was honored to discuss her efforts to pass Virginia Code Section §16.1-274.2 (certain education records as evidence) at the 22nd Annual Robert E. Shepard Conference Jr. Juvenile Law and Education Conference, sponsored by the University of Richmond School of Law. Ms. Hiznay earned her B.A. degree, cum laude, from Boston College; and her J.D. degree, with honors, from George Mason University School of Law. She is licensed to practice law in Virginia and the District of Columbia.

JOAN H. PROPER is the owner of The Law Office of Joan H. Proper, PC, where she represents clients in education, family, and juvenile law matters through legal advocacy, dispute resolution mechanisms, and litigation. Ms. Proper is certified as a guardian ad litem for incapacitated adults and serves as counsel for those seeking guardianship and/or conservatorship of an incapacitated adult. She is admitted to the Virginia Bar and is licensed to practice in the Virginia state courts and the Eastern District of Virginia. Ms. Proper is a member of the Virginia State Bar, the Fairfax Bar Association, the Prince William County Bar Association and the Virginia Women Attorneys Association. Prior to law school, she was a teacher for the Diocese of Arlington and then in Fairfax County Public Schools. During law school, Ms. Proper was a law clerk with William B. Reichhardt and Associates and subsequently an associate with the firm. She earned her B.A. degree from Virginia Tech, her M.Ed. degree from the University of Virginia and her J.D. degree, cum laude, from George Mason University School of Law.
