KIMBERLY R. DAVIS is an attorney at Udall Shumway, where she is a member of the school law section, representing the firm's education law clients throughout the state. Ms. Davis comes to Udall Shumway uniquely qualified in the area of education law. Prior to completing her legal education and joining the firm, she worked as a school psychologist for 12 years in both the states of Arizona and Washington. She routinely defends school districts and charter schools in matters related to special education, Office of Civil Rights (OCR) complaints, Section 504 due process hearings, mediation, and special education state complaints. She also provides daily advice and assistance in matters related to the Americans with Disabilities Act, student discipline, personnel issues, and student records. She has also given in-service workshops to district and school personnel on a wide range of special education and disability related topics, and speaks at state-wide conferences. She is admitted to practice in Arizona; and is a member of the State Bar of Arizona, Arizona Council of School Attorneys, Arizona School Boards Association, and National School Boards Association. Ms. Davis earned her B.S., M.Ed., and Ed.S. degrees from Idaho State University; and her J.D. degree from Phoenix School of Law.

CATHLEEN M. DOOLEY is a partner with the law firm of Udall Shumway where she practices in the education law section. She represents and provides legal advice to school districts and charter schools on a broad range of matters, including special education (such as 504 complaints, special education due process hearings, and IEP issues), personnel matters (such as EEOC complaints and employee disciplinary proceedings), contracts, open meeting law, and student discipline. Ms. Dooley has presented on personnel and special education issues at numerous conferences, including the AZ CEC/CASE Principals Institute, the Arizona Charter School Association Legal Week program, and the Arizona School Board Association Annual Law Conference. She is admitted to practice before Arizona state courts and the 9th Circuit Court of Appeals. Ms. Dooley is a member of the State Bar of Arizona, the Pima County Bar Association, and the Southern Arizona Legal Aid (board member, 2009-present; vice president, 2015- present).

HEATHER R. PIERSON is an attorney with Udall Shumway. She is a member of the school law section, representing school districts and charter schools throughout the state. Prior to joining the firm, Ms. Pierson taught behavior disordered students. During her teaching career, she was involved in the development and implementation of individualized education plans (IEP) and behavior plans, and attended several trainings on special education and regular education interventions and strategies. While in law school, Ms. Pierson provided in-home ABA services for autistic children under the age of three and participated in the Whittier Law School Special Education Clinic, which provided special education advocacy services for children with developmental disabilities. Additionally, Ms. Pierson earned her master's degree in special education in 2004. Ms. Pierson primarily focuses her school law practice on special education and disability related matters. She routinely defends school districts and other public educational institutions in matters related to special education due process hearings, Office of Civil Rights (OCR) complaints, Section 504 due process hearings, mediation, and special education state complaints. Ms. Pierson provides daily advice and assistance in matters related to special education, Section 504, the Americans with Disabilities Act, student discipline, personnel issues, and student records. She has also given in-service workshops to district personnel on a wide range of special education and disability related topics, and speaks at state-wide conferences.
