Distinguish between ethical and unethical zoning practices.
ROSS A. APPEL is an attorney with McCullough Khan, LLC, where he concentrates his practice in zoning and land use litigation, as well as personal injury and commercial litigation cases. Mr. Appel also counsels developers large and small through the development review process. Mr. Appel serves on the City of Charleston's Board of Zoning Appeals (Zoning Division). He is admitted to practice law in South Carolina and is a member of the Charleston County Bar Association. RACHEL BAILEY is the zoning administrator for the City of Columbia. She interprets and enforces the zoning ordinance while also working closely with the public and the city's boards and commissions. Ms. Bailey has been actively involved in the city's comprehensive rewrite of its Unified Development Ordinance and subsequent remapping. She earned her J.D. degree from the University of South Carolina School of Law and is a member of the South Carolina Bar. (Columbia location)
KATHLEEN M. MCDANIEL is an attorney with Burnette Shutt & McDaniel, PA, where her practice focuses on environmental law. Ms. McDaniel helps businesses large and small navigate through the maze of agencies and permits they often need to get their projects under way.
