DAVID E. GURLEY is the founding shareholder of Gurley & Associates. His practice areas include construction law, surety law, construction insurance, condominium law, business and commercial litigation, and trial practice. Mr. Gurley earned his B.S. and J.D. degrees from the Florida State University. He is board certified in construction law by The Florida Bar Board of Legal Specialization and Education. He has counseled clients for over 30 years nationwide, and in the Caribbean basin, in the avoidance and resolution of construction and contract surety bond claims arising from theme park, power plant, medical facility, luxury resort, Army Corps, high rise residential, transportation and infrastructure projects. Mr. Gurley is admitted to all Florida state and federal courts, as well as the United States District Court for the District of Puerto Rico.
JOSEPH M. HERBERT is an attorney with Gurley & Associates, practicing primarily in the areas of construction law, surety law, employment law, condominium law, business and commercial litigation, and real estate. He handles a variety of disputes and negotiations within those areas. Mr. Herbert also helps clients in business and partnership formation and disassociation, as well as contract drafting and evaluation. He has a background in business management, which he draws from in order to provide a unique perspective on the challenges facing his business clients. Mr. Herbert earned his B.S. degree from the University of Florida, and his J.D. and M.B.A. degrees from Stetson University. He is a member of The Florida Bar (Labor and Employment Section, Trial Lawyers Section), the Sarasota County Bar Association, (Labor and Employment Section, Trial Lawyers Section, Business Law Section) and the American Bar Association; and is a past chair of the Sarasota County Bar Association Labor and Employment Law Section.
RALF RODRIGUEZ is of counsel and a trial attorney with Foley & Lardner LLP, in the firm's Miami office. His practice focuses on a broad range of matters, including construction law, commercial litigation, white-collar criminal defense, internal integrity reviews, risk assessment and management, regulatory compliance, business torts, employment litigation, insurance claims, environmental law, and transportation law. Mr. Rodriguez has experience representing domestic and international general contractors, construction managers, sureties and other construction professionals in the United States and abroad in negotiation, litigation, arbitration and mediation of construction and design defect claims, insurance claims, surety bond claims and related matters. A significant part of Mr. Rodriguez's practice involves representing corporate clients in completing internal investigations of sensitive matters and responding to governmental inquiries, defending regulatory actions and fraud claims, including advice regarding compliance with anti-corruption laws, such as the False Claims Act, the Foreign Corrupt Practices Act and similar legislation. Mr. Rodriguez received his B.A. degree from University of Florida and earned his J.D. degree, cum laude, from, University of Miami.
