WILLIAM J. INGALSBE is of counsel at Monteleone & McCrory, LLP. Mr. Ingalsbe is one of the firm’s senior litigators with more than 42 years of experience in the courtroom. Although he specializes in public and private construction law, he also has tried numerous general business and civil cases, including large, complex business disputes, employee wrongful termination, and personal injury cases. He has litigated and tried cases in both state and federal courts throughout California and other states, as well as matters before state and commercial arbitrators. Mr. Ingalsbe’s extensive experience in construction and construction defect litigation has made him a nationally sought-after speaker. He has participated in seminars and workshops for such groups as the National Ready Mixed Concrete Association and the California Construction Material Association, as well as for numerous private and corporate sponsors. He continues to speak, both nationally and to local industry associations, on issues facing the construction industry as a result of recent court decisions and newly enacted legislation. As a well-respected trial attorney, Mr. Ingalsbe has earned the reputation as a tenacious lawyer, who has the proven ability to manage and try large and complex cases. He is a member of several professional organizations, including the Orange County Bar Association and the Legal Advisory Committee of the General Contractors of California. Mr. Ingalsbe is admitted to practice before all state and federal courts in California and both the Ninth Circuit Court of Appeals and the United States Court of Federal Claims. He earned his B.A. degree from San Diego State University and J.D. degree from Southwestern School of Law.
BRYAN PAYNE, PE, CCP, CFCC, is a senior claims consultant with Arcadis, where he brings 27 years of experience in the public transportation, higher education, and healthcare construction sectors in claims avoidance and mitigation, construction management, and contract administration. Mr. Payne is currently a principal claims analyst with Arcadis’s contract solutions practice dedicated to helping his construction clients avoid, mitigate, and resolve construction disputes. His strength is solving construction problems and resolving disputes before litigation and getting broken programs back on track. Mr. Payne is a member of the California Lawyers’ Association (Real Property Section), Los Angeles County Bar Association (Real Property Section), CMAA, and AACE International. He is admitted to practice in California. Mr. Payne is a registered civil engineer in California. He has mediated over 50 litigated cases for the Superior Court of Los Angeles County. Mr. Payne earned his B.A. and B.S. degrees from the University of Southern California and his J.D. degree from Loyola Law School.
MIN N. THAI is a partner with Splinter & Thai, LLP, where she practices in the areas of construction law, trusts and wills, personal injury, and real property litigation. Ms. Thai is admitted to practice in California. She has been a board member of the South Bay Bar Association for several years. Ms. Thai earned her B.S. degree from UCLA and J.D. degree from Loyola Law School.
