JOHN E. HARPER JR. is an attorney at Barrow & Grimm PC, where he concentrates his practice primarily on matters of construction litigation and surety law. Mr. Harper’s construction litigation and surety law experience includes the drafting and review of all types of construction contracts, surety takeover and completion contracts, complex case analysis and all phases of trial preparation, trials and appeals. While focusing on construction litigation and surety law, Mr. Harper’s practice also includes general civil and business-related cases, having represented numerous clients in commercial transaction and contractual disputes. He also counsels management on employer compliance with state and federal employment laws. Mr. Harper has represented management in state court, federal court, mediation, arbitration and before the National Labor Relations Board and the Occupational Safety and Health Administration. He received his undergraduate degree with special distinction from the University of Oklahoma while on academic scholarship. Mr. Harper earned his law degree from the University of Oklahoma College Of Law.
MARVIN LAWS is an attorney at Marvin Laws, P.C., where he possesses extensive experience in all types of surety and construction litigation, mediation and arbitration in several areas. He began his legal career with the firm Hayes Magrini & Gatewood in Oklahoma City more than 18 years ago, handling primarily construction litigation, bond and lien claims, and related work. During the bidding phase, while work is in progress or after construction is complete, he has assisted clients in resolving construction disputes of all kinds. He is licensed to practice in all state and federal district courts in Oklahoma, plus the Tenth Circuit Court of Appeals, U.S. Court of Federal Claims, U.S. Court of Appeals for the Federal Circuit, and Armed Services Board of Contract Appeals. Mr. Laws is a member of the American Arbitration Association National Roster for Mediators and Arbitrators, Construction Panel, American Bar Association Forum on the Construction Industry, American Bar Association Section of Dispute Resolution, Oklahoma Bar Association, Federal Bar Association, and Surety Underwriters Association of Oklahoma (past president 2014-16). He teaches construction law at the University of Oklahoma, College of Architecture, Construction Science Division (2014-present); has been a lecturer with the Oklahoma Bar Association for continuing legal education on topics concerning the construction industry; and is an active participant with AGC of Oklahoma construction committees. Mr. Laws received his undergraduate degree from the University of Oklahoma and his J.D. degree from South Texas College of Law.
BRIAN L. MITCHELL is a founding partner of the law firm of Neuens Mitchell Bonds PLLC, where he represents individuals and corporations in a wide variety of transactional and litigation matters in the areas of business and commercial law, real estate, construction, banking, bankruptcy, transportation, and employment law defense. Mr. Mitchell’s litigation experience includes hearings and trials in state and federal courts throughout the country, and representation of employers before administrative agencies. He is recognized in the Oklahoma Super Lawyers Rising Stars for 2008-2012 with a designation in construction litigation, and Oklahoma Super Lawyers for 2013 with a designation in construction litigation. In 2011, Mr. Mitchell was named to the Tulsa Business Journal's The Tulsa 40 as an up-and-comer in the Tulsa business community. He earned his associate degree in English literature and his B.S. degree in criminal justice administration from Missouri Southern State University, and his J.D. degree from the University of Tulsa.
PAUL E. QUIGLEY is the senior partner at Quigley, Henry & Hill, in Oklahoma, focusing on commercial and tort litigation. He is an experienced litigator and a strong advocate of ethics litigation. Mr. Quigley earned his B.S. degree from Oklahoma State University; and his J.D. degree, with honors, from the University of Oklahoma. He is a member of the American and Oklahoma bar associations, the Oklahoma Trial Lawyers Association, and the Association of Trial Lawyers of America. Mr. Quigley has an AV Preeminent rating, Martindale-Hubbell, and is an awarded litigator by the National Institute of Trial Advocacy (NITA).
C. ERIC SHEPHARD is a shareholder and director with Fellers Snider, located in Oklahoma City. Mr. Shephard is a civil litigator who represents clients in state and federal courts (at both the trial and appellate court levels) in the state of Oklahoma. He concentrates his practice on construction litigation, oil and gas litigation, complex litigation (including class-action defense), medical malpractice defense, insurance defense, and premises liability defense. He has been named in Super Lawyers every year since 2013. Mr. Shephard is admitted to practice in Oklahoma; U.S. District Court for the Western, Northern and Eastern districts of Oklahoma; and the United States Court of Appeals for the 10th Circuit. He is a member of the Oklahoma Bar Association, the American Bar Association, as well as the Federal Bar Association. Mr. Shephard received his B.A. degree from the University of Oklahoma, followed by earning his J.D. from Oklahoma City University School of Law.
