KENNETH M. FLOREY is a partner with Robbins, Schwartz, Nicholas, Lifton & Taylor, Ltd. He concentrates his practice representing public and private clients, including municipalities, school districts, community colleges, private owners, contractors, and design professionals regarding land use, municipal law construction, tax, finance, and litigation. Mr. Florey was the former chair of the DuPage County Bar Association's Local Government Committee for 2001-2002 and 2010-2011. He served as a trustee for the village of Lombard for eight years. Mr. Florey earned his B.A. degree from the University of Illinois at Urbana-Champaign and his J.D. degree form DePaul University College of Law, where he was managing editor of the DePaul Journal of Art and Entertainment Law.
MATTHEW GARDNER is a partner at Robbins, Schwartz, Nicholas, Lifton & Taylor, Ltd. Mr. Gardner is a member of the firm’s construction, real estate, and public finance practice groups. He represents private and public project owners over the course of construction and development projects, beginning with property acquisition, zoning, contract negotiation and bidding, project management, surety and warranty claims and any resulting litigation concerning payment, delays or design or construction defects. He also represents contractors, subcontractors and suppliers on a variety of construction-related matters, including payment claims, preserving and enforcing lien rights and defending defect claims. Mr. Gardner is the current (2018-19) chair of the Chicago Bar Association Construction Law and Mechanics Lien Subcommittee, and a member of the Illinois State Bar Association and Chicago Bar Association Judicial Evaluation Committees. He has also performed pro bono services representing clients through Chicago Volunteer Legal Services and Franciscan Outreach. He is a frequent author and speaker on his areas of practice. Mr. Gardner received his B.S. degree from the University of Utah and his J.D. degree from the University of Wisconsin Law School.
PATRICK LEE-O'HALLORAN is a founding member of Thompson Tarasek Lee-O'Halloran PLLC. He focuses his practice on complex construction cases and arbitrations, representing contractors, subcontractors, owners, sureties, design professionals, and other businesses. With more than 20 years of litigation experience, Mr. Lee-O'Halloran has recovered millions of dollars for his clients, and successfully defended against claims valued at many millions more. He drafts and reviews contracts and subcontracts and works with contractors, subcontractors and others on business formation, joint ventures, and teaming agreements. Mr. Lee-O'Halloran also has appeared on behalf of his clients on administrative matters involving state and federal DBE qualifications, federal SBA size standards, prevailing wages, and environmental compliance. He is admitted to practice in Minnesota's state and federal courts and in South Dakota, and has appeared pro hac vice in various state, federal, and bankruptcy courts across the country. Mr. Lee-O'Halloran is a frequent author and lecturer on construction litigation and related issues. He is the co-chair of the Construction Law Section of the Minnesota State Bar Association and a past president of the Minnesota Construction Association. Mr. Lee-O’Halloran is also a qualified neutral for mediation and arbitration. He received his B.A. degree, cum laude, from Carleton College and his J.D. degree, cum laude, from the University of Minnesota Law School.
HOWARD A. METZ is a partner with Robbins, Schwartz, Nicholas, Lifton & Taylor, Ltd. Mr. Metz counsels and represents school districts, community colleges, park districts and municipalities with respect to real estate, commercial transactions, construction law, and land use and zoning matters. He has resolved construction cases involving issues such as disputed architectural fees, construction defects, bidding disputes and construction delays. Mr. Metz has also litigated issues involving zoning laws and municipal control over school property. He earned his B.S. degree from the University of Iowa and his J.D. degree from IIT Chicago-Kent College of Law.
