KAY BIGELOW is an attorney with Bigelow Law Offices, PLC. Because of her many years of practice for governmental entities, Ms. Bigelow has a deep understanding of the government regulations governing land use and zoning issues, as well as the governmental motivations underlying them. She also has experience in the formation and funding of special taxing districts (both municipal and county), redevelopment incentives and economic development incentives. Ms. Bigelow also is well versed in areas that are specific to public entities, such as public finance, access to public records and open meeting laws. She has done jury and bench trials and motion trial practice, as well as appellate work flowing from the trial cases. Ms. Bigelow has briefed arguments and argued successfully before both the Arizona Court of Appeals and Arizona Supreme Court for her clients. She is admitted to the State Bar of Arizona; the U.S. District Court, District of Arizona; and the U.S. Court of Appeals for the Ninth Circuit. Ms. Bigelow earned her B.S. degree from the University of Arizona and J.D. degree, cum laude, from the University of Arizona.

PAUL E. GILBERT is a founding manager in the law firm of Beus Gilbert PLLC, where his practice experience includes all aspects of zoning and land use planning law at the legislative, administrative and litigation levels. He has lectured for the State Bar of Arizona and for several planning associations and municipal and county government seminars. Mr. Gilbert earned his B.S. degree, cum laude, from Brigham Young University and his J.D. degree from the University of California at Berkeley, where he was on the Law Review Board. He is a member of the American Bar Association and the State Bar of Arizona.

NOEL J. GRIEMSMANN is a senior urban planner with Snell & Wilmer, who is certified by the American Institute of Certified Planners. Mr. Griemsmann provides complete entitlement and development services for his clients, encompassing the entire development cycle from site evaluation and feasibility, to entitlement processing and on through project permitting and final disposition of the resulting asset. He provides knowledgeable guidance in navigating complex governmental processes, including entitlements (rezonings, condition modifications, use permits, variances and appeals), land division (subdivisions, lot splits, easements and abandonments of public rights-of-way), construction permitting (design review approvals, site plan approvals and construction plan reviews) and public engagement (citizen participation programs, neighborhood engagement and stakeholder communication). Mr. Griemsmann is a member of the American Institute of Certified Planners, certified planner, the American Planning Association, the Arizona Planning Association, and the Arizona Planning Association. He earned his Masters of Urban & Environmental Planning degree from Arizona State University and his B.S. degree in urban planning, cum laude, also from Arizona State University.

JEFFREY D. GROSS is an attorney with Berry Riddell LLC, where he practices in the areas of real estate litigation, including eminent domain, zoning, inverse condemnation and real estate valuation disputes. He has extensive experience in eminent domain and land use matters at the government, trial court and appellate court levels in city, state, federal and tribal jurisdictions. Mr. Gross is on the Real Estate Advisory Commission of the State Bar of Arizona and is an adjunct professor at the Arizona State University Sandra Day O’Connor College of Law, where he teaches courses in land use advocacy and trial practice. Mr. Gross earned his B.S. degree from Arizona State University and his J.D. degree, with distinction, from the University of Arizona.

WENDY R. RIDDELL is founding and managing partner with Berry Riddell LLC, where she practices in the areas of land use law and lobbying, advising and guiding such significant projects as Westgate, Honor Health campuses valley-wide, Parkman Ranch, The Preserve at Goldfield Ranch and campuses for the Diocese of Phoenix, including Xavier College Preparatory. Ms. Riddell earned her B.A. degree from Colgate University and her J.D. degree from Arizona State University.

NICHOLAS J. WOOD is a partner in the Phoenix office of the law firm of Snell & Wilmer, where he practices in the area of zoning and land use planning. Mr. Wood is a former adjunct professor of law (property) at Marquette University Law School. He is a member of the American Bar Association, the Maricopa County Bar Association, State Bar of Arizona, Colorado Bar Association, and the State Bar of Wisconsin. Mr. Wood earned his B.S. degree, cum laude, from the University of Wisconsin-Milwaukee, his LL.M. degree from DePaul University Law School and his J.D. degree from Marquette University Law School.
