JILL BIESMA has 35 years of technical and managerial experience in environmental and civil engineering. Ms. Biesma is one of the founding shareholders and is president of Environmental Advisors & Engineers, Inc. Throughout her career, she has provided a broad range of environmental consulting services, including: Phase I, II, and III environmental site assessments, field sampling, asbestos inspections, UST investigations and closure, hydrogeological studies, regulatory compliance assistance, waste minimization and disposal assistance, feasibility studies of remedial alternatives, and oversight of remedial actions. Ms. Biesma has managed several projects involving the investigative characterization of surface and subsurface soil and groundwater contamination for properties enrolled in State Voluntary Cleanup Programs. She has provided environmental consulting and assessment services for the USEPA and multiple lending institutions, city clients, and private companies. Ms. Biesma’s wide-ranging experience includes development and implementation of quality assurance programs, creation of tailored investigation tools and reporting standards, as well as employee training. Additionally, she has helped many clients develop and implement policies for commercial property environmental due diligence. In this capacity, Ms. Biesma has provided extensive technical review services related to Phases I, II, and III environmental assessments. She earned her B.S. degree in Civil Engineering from South Dakota State University and M.S. degree in Civil Engineering from Colorado State University.
KENNETH J. DEDRICK is a professional land surveyor and Surveying Services Department manager with Kaw Valley Engineering Inc. Mr. Dedrick is licensed in Kansas, Missouri, Nebraska, Iowa and Tennessee. He has more than 40 years of land surveying experience, performing over 2000 ALTA, boundary, topographic, engineering, and control surveys. Mr. Dedrick is currently managing and directing five to seven survey crews in the performance of land surveys, geodetic control surveys, engineering surveys, global positioning (GPS) system control networks, and construction surveys. He has been a speaker at the University of Missouri Kansas City Law School on legal aspects of surveying and boundary description creation and interpretation. Mr. Dedrick is involved with multiple societies, such as the Kansas and Southeast Nebraska Society of Land Surveyors, as well as the Missouri and National Society of Professional Surveyors.
DEBORAH ENGLISH is a senior project manager with Environmental Advisors & Engineers, Inc. Ms. English has B.S. and M.S. degrees in civil engineering from the University of Kansas and has more than 30 years of technical and managerial experience in environmental and civil engineering. Her experience ranges from environmental audits and due diligence to landfill design and remediation construction with clients that include private corporations, municipalities, and state and federal agencies. Ms. English has performed or managed due diligence on hundreds of properties, including Phase I environmental site assessments for railroad easements and for Brownfields sites involving multiple urban properties. In addition to performing and managing Phase I and II ESAs, she has assisted lenders and developers in reducing potential liability by establishing due diligence policies and protocols for property acquisition.
BRADLEY R. GARDNER is an attorney with Polsinelli where his practice areas include loan enforcement and creditors’ rights and unmanned aircraft systems and advanced robotics. Mr. Gardner has experience working on highly contested litigation matters for clients in a variety of industries, including finance, transportation and manufacturing. He has represented clients in pre-litigation negotiations, trials, appeals, and in bankruptcy matters. Mr. Gardner is admitted to practice in Missouri, Kansas, and New York; and before the U.S. District Court, District of Kansas; U.S. District Court, Western District of Missouri; U.S. District Court, Southern District of New York; U.S. Court of Appeals, Tenth Circuit; and the U.S. District Court, Northern District of Illinois. He is a member of the American Bar Association, The Missouri Bar, Kansas City Metropolitan Bar Association, and the American Bankruptcy Institute. Mr. Gardner earned his B.A. degree from the University of Kansas and J.D. degree, cum laude, from Georgetown University Law Center.
ANTHONY L. GOSSERAND is a partner in the law firm of Van Osdol PC, where he practices in the areas of civil trial practice, appellate practice and real estate litigation. He has lectured to attorneys on litigation and trial practice issues. Mr. Gosserand earned his B.A. degree from the University of Missouri-Columbia and his J.D. degree from the University of Missouri-Kansas City. During his last two years of law school, Mr. Gosserand was a teaching assistant of legal writing and research. He is a member of The Missouri Bar, the Kansas Bar Association and the Kansas City Metropolitan Bar Association.
AUSTIN K. PARKER serves as in-house counsel for several local and regional governments and non-profit entities throughout the state of Kansas, including the Wichita Area Metropolitan Planning Organization, the South Central Kansas Regional Economic Area Partnership, local workforce development boards in Kansas Areas I (Western Kansas), IV (Wichita) and V (Southeastern Kansas); and the cities of Andale, Augusta, Cheney, Clearwater and Viola. In addition to direct local government representation, Mr. Parker also consults with governmental entities throughout the state and performs liability defense work. He earned his J.D. degree from Washburn University School of Law and his L.L.M. degree from the University of Missouri at Kansas City School of Law. Mr. Parker also completed an S.J.D. (doctor of law degree), studying land use regulation across America through the University of Kansas School of Law.
BRYANT E. PARKER is of counsel with Klenda Austerman LLC, where he specializes in assisting clients throughout the Wichita and Kansas City metropolitan areas with real estate transactional and development matters, including obtaining public development incentives and the necessary zoning and government approvals required to develop and use land. He has represented local and regional units of government throughout the state of Kansas, including the Wichita Area Metropolitan Planning Organization; the cities of Bel Aire, Cheney, Goddard, Manhattan and Viola, Kansas; the Oaklawn Public Improvement District; and Kansas Local Area Workforce Investment Boards 1, 4 and 5. While his duties have encompassed every aspect of municipal representation, Mr. Parker's assigned emphasis has always been real estate transactions, planning, zoning, the development process, city growth, and economic development. He earned his J.D. degree from Washburn School of Law, his LL.M. degree from the University of Missouri at Kansas City School of Law, and an SJD (Doctor of Law) degree, studying land use regulation across America through the University of Kansas School of Law.
JAMES F. THOMPSON is a partner of the Kansas City, Missouri, law firm of Shook, Hardy & Bacon L.L.P., where he represents individuals and corporate clients in federal and state environmental litigation, compliance, and real property matters. He has been actively involved in various aspects of environmental insurance coverage analysis and litigation on behalf of policyholders. Mr. Thompson is a frequent lecturer on environmental and real property issues. He has participated in environmental audits and has defended clients in various civil and criminal enforcement matters. Mr. Thompson earned his B.S. degree from the University of Kansas and his J.D. degree from the University of Kansas School of Law. Mr. Thompson is a member of the American Bar Association (Natural Resources, Energy, and Environmental Law Section) and Kansas City Metropolitan Bar Association (Environmental Law Committee). He also serves on the Steering Committee of the Kansas City Brownfields Initiative. Mr. Thompson is a former instructor of a course on the regulatory framework of environmental law at the University of California at Los Angeles.
