NBI, Inc. is licensed by the New Hampshire Department of Education Office of Career School Licensing. There are no enrollment prerequisites or admissions requirements for this course, and there is no exam or grading system. Satisfactory progress is based solely on attendance at the course. Credits may not be transferred. All refunds shall be paid within 30 days upon written notification from a student of cancellation or withdrawal. Students receiving benefits from federal programs shall be subject to federal refund policies, rules and regulation. Student complaints should be directed to our office at (800) 930-6182. JAVIER B. DELGADO is a shareholder at Carpenter, Hazlewood, Delgado & Bolen, LLP, in Tempe, Arizona. Mr. Delgado represents homeowner associations and condominium associations, businesses and non-profit organizations throughout Arizona. He has expertise in assisting boards with complex problems involving maintenance disputes, insurance claims, interpreting covenants, bylaws and rules, reviewing contracts, gaining owner compliance, dealing with owner versus owner disputes, addressing discrimination claims, complying with state and federal law, and pursuing delinquencies. Mr. Delgado is a regular presenter for Community Associations Institute (CAI) at the national level, Central Arizona Community Associations Institute (CAI-CAC), Southern Arizona Community Association Institute, Arizona Association of Community Managers (AACM), Southwest West Valley HOA, and Surprise HOA Academies in the Phoenix metropolitan area. He received his B.A. degree from the University of Arizona and his J.D. degree from James E. Rogers College of Law at the University of Arizona.
BRIAN W. MORGAN is a shareholder with Maxwell & Morgan, P.C., where he practices exclusively in community association law and litigation. Mr. Morgan has helped chair the Legislative Action Committee for Community Associations Institute (CAI), Central Arizona Chapter, where he participates in reviewing and analyzing state legislation involving community associations. He is one of only a handful of attorneys in Arizona that has been admitted to the National College of Community Association Lawyers. Mr. Morgan did his undergraduate work at Brigham Young University where he graduated with university honors. He earned his law degree from Brigham Young University, J. Reuben Clark Law School. Mr. Morgan is a member of the State bars of Arizona and Utah. He is admitted to the U.S. District Court for the District of Arizona.
JOSEPH W. SCHARNAK is a principal in the law firm of Kovitz Shifrin Nesbit, the “Condo Law Firm." Mr. Scharnak’s clients include condominium and homeowners associations, real estate investors and developers, and financial institutions. Having previously represented many of Chicago’s largest condominium developers throughout the “Condo Boom” of the early 2000s, he possesses a unique understanding of the challenges homeowners associations will face from their inception, including addressing construction defects; negotiating with developers throughout development and turnover; and providing support to newly elected board members. Mr. Scharnak strives to continually educate and guide association board members and property managers as they make decisions that impact their neighbors and community. He received his B.A. degree, with honors, from the University of Illinois at Chicago; his J.D. degree from DePaul University College of Law; and his LL.M. degree in real estate law from The John Marshall Law School.
