Jacob S. Feldman is a founding partner with Frazer & Feldman, LLP. Mr. Feldman has handled the defense of public school districts in major federal and state litigation involving civil rights, age, race, disability and sexual discrimination matters, sexual harassment complaints, and special education matters. He has handled the successful defense of dozens of impartial hearings and appeals to the SRO and federal courts on behalf of school districts. Mr. Feldman is a frequent speaker in various special education law programs. He is admitted to practice law in the State Courts of New York, the United States Supreme Court, the Second Circuit and the Federal Circuit Courts of Appeals, and the Southern and Eastern District Courts of New York. Since 1987, Mr. Feldman has served public school districts as general counsel. He earned his B.A. degree, cum laude, from Brooklyn College and his J.D. degree from Brooklyn Law School.
Giulia Frasca is an attorney at Barger & Gaines, a law firm representing families in New York, New Jersey, Connecticut and Michigan in special education law and advocacy, estate planning, guardianship, and general education matters. She focuses her practice on special education, education law and disciplinary matters, special needs planning, Child Protective Service and Association for Children's Services matters, OPWDD appeals, involuntary commitment and assisted outpatient treatment matters in New York, New Jersey and Connecticut. Ms. Frasca has been successful in litigating against school districts for reimbursement for tuition, compensatory services and appropriate programs for students with special needs when the school districts failed to provide one. She has litigated such matters from the administrative level to the Second Circuit Court of Appeals utilizing both aggressive litigation strategy and effective collaboration with parents and school districts. Michael K. Lambert is a partner in the New York firm of Shaw, Perelson, May & Lambert, LLP, where he is actively engaged in representing school districts in all aspects of general counsel and labor relations, including special education impartial hearings, negotiations, arbitrations, PERB proceedings, Section 3020-a Education Law proceedings, Section 75 Civil Service Law proceedings, Section 3214 Education Law disciplinary proceedings and general litigation. He frequently lectures on special education matters, student discipline and other issues affecting school districts. Mr. Lambert earned his B.A. degree from the State University of New York at Plattsburgh, his J.D. degree from Western New England School of Law and his LL.M. degree from Pace University Law School. He is a director of the New York State Association of School Attorneys and a member of the New York State Bar Association.
Paige L. Tobin is a partner with Murphy, Lamere & Murphy, P.C. specializes in the fields of civil rights, special education, education law and policy matters, representing public and private school districts throughout Massachusetts. She has practiced law for 30 years and litigated in administrative agencies and state and federal courts. Ms. Tobin serves as Advisor to the Massachusetts Administrators of Special Education Association. In that role, she consults with the Department of Elementary and Secondary Education and the state legislature on educational policy and legislation and strongly advocates on behalf of school districts in state and federal venues. Ms. Tobin is a frequent lecturer throughout the state on topics ranging from civil rights to student services matters. She serves as an Adjunct Instructor at Bay Path University, where she teaches graduate school courses in Special Education Law. Ms. Tobin earned her B.A. degree from Connecticut College and her J.D. degree from Suffolk University Law School.
