James P Cinelli is professional engineer with extensive experience in the planning, design, and implementation of complex soil and groundwater remediation systems, environmental assessments, and site characterizations. Mr. Cinelli is also a recognized expert in spill prevention, control and countermeasure planning, and regulatory compliance systems for industrial clients. Mr. Cinelli is experienced in environmental site assessments; remediation system design; site remediation management; spill prevention and response plans; stormwater and wastewater systems design, permitting and construction; erosion control plans; stream encroachment and earth disturbance permitting; and waste management. He is a board certified environmental engineer, American Academy of Environmental Engineers.

Scott R Dismukes is a member of the law firm of Eckert Seamans Cherin & Mellott, LLC. Mr. Dismukes has nearly 30 years of experience in environmental litigation and counseling. As co-chair of the firm's energy group and member of the environmental group, he provides litigation compliance and environmental business counseling to industrial, municipal, and manufacturing clients under all federal and numerous state environmental laws. Mr. Dismukes also provides non-utility regulatory counsel and defense for a number of energy and energy-related companies. He is a member of the Pennsylvania and Ohio State bar associations, the State Bar of Michigan, the Allegheny County Bar Association, the Water Environment Federation, and the Air and Waste Management Association. Mr. Dismukes earned his B.A. degree from Michigan State University and his J.D. degree from the University of Pittsburgh School of Law.
