THOMAS J. LIGUORI JR. is of counsel to Urso, Liguori and Urso; and general counsel and treasurer to Cherenzia Excavation Inc. and Cherenzia & Associates, Ltd. He has concentrated his practice in the areas of land use planning and regulation, and municipal government; and is a frequent lecturer on these subjects. Mr. Liguori has represented numerous individuals and entities before municipal, legislative and regulatory bodies; and state environmental agencies. For ten years, he was town solicitor for the Town of Hopkinton, Rhode Island. Mr. Liguori argued the case of Town of Westerly v. Waldo, 524 A.2d 1117 (RI, 1987) in the State of Rhode Island Supreme Court, where it was decided that municipal zoning ordinance may not regulate the condominium form of ownership. He is a member of the Rhode Island Bar Association and a recipient of its 2011 Dorothea Lohmann Community Service Award. Mr. Liguori was chair of the town of Westerly Ad Hoc Committee on Zoning Ordinance Revision (1996-2000). He completed two rounds of service on the Comprehensive Plan Advisory Committee for the town of Westerly, Rhode Island, with respect to plans adopted in 1992 and 2010. Mr. Liguori earned his B.A. degree, with distinction, from the University of Rhode Island and his J.D. degree from the Catholic University of America.
