JOANNE L. BUTLER is a partner in the law firm of Schenck Price Smith & King, LLP. Ms. Butler's law practice is primarily devoted to the areas of education and public employment law. She represents numerous boards of education as general or special counsel. In addition to providing her school district clients with counsel in the many components of school law, including student, staff, and board operations issues, Ms. Butler represents her clients in litigation matters, including student residency, discipline, and special education hearings, staff tenure proceedings, employment discrimination matters, grievance arbitrations, unfair practice proceedings, and bid/contracting disputes. She regularly appears before the Department of Education, the Office of Administrative Law, the Public Employees Relations Commission, the Division on Civil Rights, the Equal Employment Opportunity Commission, and the various state and federal courts. Ms. Butler is a trustee of the New Jersey Association of School Attorneys and a member of the National Council of School Attorneys. She also is a member of the New Jersey State Bar Association's School Law Committee and its Labor and Employment Law Section. Ms. Butler frequently lectures and provides in-service training on various education and employment issues. After attending Penn State University for two years, she graduated from John Jay College of Criminal Justice, summa cum laude. Ms. Butler attended the Columbus School of Law of the Catholic University of America. She served a judicial clerkship with the Honorable Clarkson S. Fisher, former Chief Judge of the U.S. District Court for the District of New Jersey.
BETH CALLAHAN is a partner at Callahan & Fusco LLC. Ms. Callahan has represented hundreds of families of children with disabilities, including but not limited to: autism, dyslexia, ADD and ADHD, ED, school phobia, anxiety disorders, Marfan Syndrome, medical fragility, auditory processing disorder, in obtaining free appropriate public educations. Ms. Callahan has been special counsel on special education issues to several private state approved schools that have full time programs based on the science of applied behavior analysis. She has represented several charter schools in dealing with Special Education compliance, harassment intimidation and bullying matters and she presents her program on the issue of bullying to students of all grade levels. Ms. Callahan edited the Disability Law Primer and is published in several journals on special education and related legal topics. Ms. Callahan earned her B.A. degree from the Catholic University of America and her J.D. degree from Seton Hall University School of Law. She is a member of the New Jersey State Bar Association, Essex County Bar Association, and the Committee on the Rights of Persons with Disabilities, and she is admitted to the federal and state bars of New Jersey.
PHILIP E. STERN supports the school law and employment and labor practice groups for DiFrancesco Bateman Kunzman Davis Lehrer & Flaum, PC. Mr. Stern has more than three decades of experience in all facets of education law, representing countless public and private school districts, colleges and universities in collective bargaining, special education, employment litigation, and student and staff disciplinary issues. His legal work on behalf of educational institutions places a high priority upon professional development and training, seeking to prevent legal problems before they become costly and time-consuming litigation matters. He has negotiated countless collective bargaining agreements on behalf of educational institutions, utilizing techniques derived from both positional and interest-based bargaining. In the educational setting, Mr. Stern's negotiating philosophy is shaped by the client’s ultimate goal to facilitate excellent teaching and learning. Towards that end, tenets of fairness, respect, and discipline have earned him a reputation of integrity by participants on both sides of the bargaining table. As in-house counsel for the South Orange and Maplewood School District from 2013 to 2016, Mr. Stern worked extensively with the district in furtherance of meaningful solutions to litigation challenges. He has litigated in all New Jersey judicial and administrative forums, from the New Jersey Supreme Court to the New Jersey Public Employment Relations Commission to the New Jersey Office of Administrative Law. While he appreciates the need to avoid litigation whenever possible, he also recognizes that, at times, a client’s interests require the time and commitment of a trial. As such, he has litigated full jury trials and administrative hearings. Mr. Stern earned his B.A. degree from Wesleyan University, his M.A. degree in educational administration from Montclair State College, and his J.D. degree from New York Law School.
