DR. CONSTANTINO Y. AMORES SR. is the owner of Neurological Consultation Services, as well as clinical director of Neuro-Ortho-Trauma with the Charleston Area Medical Center in Charleston, West Virginia. He is also a clinical professor for the College of Medicine in the Department of Neurosurgery at West Virginia University - Charleston Division. Dr. Amores is a member of the Kanawha County Medical Society, West Virginia State Medical Association, The Philippine Medical Association of West Virginia, American Medical Association, Organization of State Medical Association (president), American College of Surgeons, International College of Surgeons, The American Association of Neurological Surgeons, The Congress of Neurological Surgeons of America, West Virginia Neurological Society, Neurological Society of the Virginias, and is the chairman of the West Virginia State Medical Association Delegation to the American Medical Association. He has written many publications and presented numerous lectures in the West Virginia area. Dr. Amores is a fellow of the American Board of Neurological Surgery, American College of Surgeons, and the American Board of Independent Medical Examiners. He earned his undergraduate degree from the University of San Carlos and his Doctor of Medicine degree, with honors, from the University of Santo Tomas in Manila, Philippines. He also does independent medical evaluations for neurological cases.
JOANNE V. KIRBY is disciplinary counsel for the West Virginia Office of Disciplinary Counsel. An arm of the Supreme Court of Appeals of West Virginia, the Office of Disciplinary Counsel is primarily tasked with screening and investigating complaints made against lawyers who are licensed to practice law in West Virginia. The ODC is also responsible for prosecuting those lawyers who have either committed ethical misconduct or are suffering from a physical or mental condition which adversely affects their ability to serve the public. Prior to joining the ODC in 2012, Ms. Kirby was an attorney with the law firm Spilman Thomas & Battle, PLLC; an assistant United States attorney for the United States Attorney’s Office for the Southern District of West Virginia; and a law clerk for the Honorable Elizabeth V. Hallanan, Senior United States District Judge for the Southern District of West Virginia. Ms. Kirby earned her J.D. degree from The George Washington University in 2001 and her B.A. degree from Villanova University in 1996.
DR. ROBERT W. LOWE is in private practice and works with the Scott Orthopedic Center in Huntington, West Virginia. He previously served as a Major for the U.S. Army at William Beaumont General Hospital in El Paso, Texas. Dr. Lowe also is a former clinical professor of orthopedic surgery at the Marshall University School of Medicine. He is a member of the American Academy of Orthopedic Surgeons, the American College of Surgeons, the North American Spine Society, the American College of Spine Surgery, the American Board of Spine Surgery, the West Virginia State Medical Society, the Cabell County Medical Society, the Vanderbilt Orthopedic Society, and is the current president of the Tri-State Orthopedic Society. Dr. Lowe earned his B.S. degree from Morehead State University in Morehead, Kentucky. He completed his surgical internship, first year general residency, resident in orthopedic surgery and earned his Doctor of Medicine from Vanderbilt University.
