WENDY JACOBS serves as deputy general counsel to the Douglas County School District. Ms. Jacobs has more than 18 years of experience in education law, with a particular focus on special education and student programming. Prior to joining Douglas County School District, she worked at the Colorado Department of Education, overseeing Colorado's legal procedures for resolving special education disputes, including acting as a special education complaints investigator, training IDEA administrative law judges, and developing state-wide special education policy and guidance. Prior to being at CDE, Ms. Jacobs worked as an attorney in private practice, representing school districts around the United States in special education and civil rights matters, including administrative hearings and trials and appeals in state and federal court. She has presented on special education matters in several jurisdictions, including Colorado, Georgia, Florida, and Virginia. Ms. Jacobs earned her B.A. degree from the University of Virginia and her J.D. degree from the Wake Forest University School of Law.

ROBERT P. MONTGOMERY is an attorney with the law firm of Semple, Farrington & Everall, P.C. in Denver, where his practice is concentrated in the areas of education law, labor and employment and civil litigation. Mr. Montgomery’s education law practice focuses on advising school districts on special education and 504 plans. He earned his B.A. degree from the University of Oklahoma and his J.D. degree from the University of Denver Sturm College of Law. Prior to attending law school, Mr. Montgomery served as a high school social studies teacher. He is a member of the Colorado Bar Association, Denver Bar Association, and the Council of School Attorneys.

JOHN R. STANEK has more than 35 years of experience in public education, including various aspects of public education law and concentrating in law governing students with disabilities in the public schools. Mr. Stanek is currently serving Colorado schools and school districts as special counsel for Anderson, Dude & Lebel, P.C. (“ADL”) in Colorado Springs. He earned a bachelor’s degree from the University of Colorado at Denver, his master’s degree in school psychology from the University of Colorado at Denver, and his law degree from the University of Denver. Prior to his work as special counsel at ADL, in 2017, Mr. Stanek retired as the in-house legal counsel for Cherry Creek School District. Prior to his role as in-house counsel, he was executive director of student achievement services-special education for Cherry Creek School District. Prior to his work in Cherry Creek, Mr. Stanek served as associate in-house legal counsel for Douglas County Schools after first serving Douglas County Schools as a regional director of special education and, earlier, as a school psychologist. He has also taught for more than 20 years as an adjunct professor at the graduate level in school law, special education law, functional behavior assessment and planning and human learning at the University of Colorado at Denver.
