Josh Gilliam is an inspector supervisor with The Santa Clarita Valley Water Agency (SCV Water). Mr. Gilliam is responsible for the operational integrity of the agency's physical plant which includes cell site management. His day-to day responsibilities start with strategic planning, through project and constriction management, while ensuring environmental awareness and protection. The Santa Clarita Valley Water Agency (SCV Water) is a full-service regional water agency located in the Santa Clarita Valley and provides water service to approximately 300,000 business and residential customers over an area of nearly 200 square miles. It also hosts more than two dozen cell sites over which Mr. Gilliam has responsibility. He earned his undergraduate degree from College of the Canyons.
Marissa R Harper is an attorney at Zator Law in Allentown, Pennsylvania. Her practice focuses on business transactions, land development, and estate planning. Ms. Harper served on active duty for the U.S. Army as a military attorney in the Army's Judge Advocate General's Corps (JAG Corps). Mr. Lederer developed the first model license agreements for access to buildings and rooftops to help telecommunications service providers and property owners protect their interests. He has served as executive director of advocacy and research advancement for the Building Owners and Managers Association, International (BOMA); executive director of government affairs for the United States Telephone Association; and general counsel of the United States Conference of Mayors and the Chief Deputy City Commissioner of the City of Philadelphia. Joseph Van Eaton is a partner with Best Best & Krieger LLP's Washington D.C. office, and represents local governments on a broad range of communications issues in federal and state courts, before federal and state agencies, and at the negotiating table. He has helped communities develop wireless communications ordinances, negotiated franchises for wireless and wireline telecommunications service providers, and negotiated licenses and leases for wireless use of public property in and outside of the right-of-way. Mr. Van Eaton has been a leading advocate for local governments on wireless issues in lower and appellate courts and before the Federal Communications Commission. He has been involved in almost every major FCC proceeding affecting local authority to regulate and charge fees for the placement of wireless facilities, and successfully defended local communities and zoning boards against challenges to decisions regarding wireless placement. Mr. Van Eaton earned his J.D. degree, cum laude, from the University of Pennsylvania. He is a recipient of the International Municipal Lawyer's Association's highest award, The Charles S. Rhyne Lifetime Achievement In Municipal Law Award.
