HON. MIKE KELLY has served as a Kanawha County family court judge since 2001. Originally appointed by Governor Bob Wise, he was elected to a six year term in 2002 and was unopposed for an eight year term beginning in 2009. Judge Kelly has presided over more than 14,000 divorce, child support, paternity, domestic violence and guardianship cases. He has been chief judge for the 11th Family Court Circuit and president of the West Virginia Family Court Association. Judge Kelly was recently named a recipient of the Governor's Civil Rights Day Award for 2007, and in 2006 he was recognized by the YWCA Resolve Family Abuse Program for his "pursuit of justice on behalf of victims of domestic violence and their children." Judge Kelly was admitted to the practice of law in 1976 and, prior to his appointment to the bench, specialized in employment and civil rights cases, and was frequently called upon by the West Virginia Human Rights Commission as a neutral administrate law judge to hear and decide discrimination cases. He is a regular presenter at legal seminars. ARIELLA G. SILBERMAN is an attorney in the Charleston law firm of Kay Casto & Chaney PLLC. She has more than five years experience and has worked in the Summers County Prosecuting Attorney's office. Ms. Silberman acts as a court appointed guardian ad litem and has experience in domestic law, estate planning and commercial litigation. She earned her B.A. degree from Indiana University in Bloomington, Indiana and her J.D. degree from California Western School of Law, San Diego. A California native, Ms. Silberman is admitted to the State Bar of California and The West Virginia Bar Association. Among her achievements, she is listed in the 2008 West Virginia Super Lawyers as a Rising Star in family law. CHARLES R. WEBB formed The Webb Law Firm, PLLC, in which he practices a variety of law including family and divorce, personal injury, accidents, employment discrimination, sexual harassment, serious medical malpractice, product liability, prescription drug recall, and nursing home abuse and neglect. Mr. Webb was appointed by West Virginia Supreme Court Chief Justice Spike Maynard to the West Virginia Bail Bondsman Commission to make recommendations to the West Virginia Supreme Court and the Legislature for uniform rules and regulations regarding Bail Bondsmen. He earned his B.A. degree from Marshall University and his J.D. degree from West Virginia University. Mr. Webb is a member of the Kanawha County, the American and The West Virginia bar associations; and the American Association for Justice (formerly the Association of Trial Lawyers of America). He is a former National Chair of the Family Law Committee of the Association of Trial Lawyers of America and the immediate past National Chair of the Family Law Committee of the American Association for Justice. Mr. Webb also is a member of the Resort Tort Litigation Group; the Casino Gaming Litigation Group; the Motor Vehicle Collision, Highway and Premises Liability Section; the Fentanyl Patch Litigation Group; and the Sole Practitioner and Small Firm Section. He is a member of the Family Law Committees of both The West Virginia and the American bar associations. Mr. Webb is licensed to practice in the state of West Virginia, and has been admitted to practice in the West Virginia Supreme Court of Appeals, the Federal Court for the Southern District of West Virginia, and the 4th Circuit Court of Appeals located in Richmond, Virginia. He practices law in all 55 counties of West Virginia and routinely travels to such cities as Wheeling in the northern panhandle, and Martinsburg in the eastern panhandle to represent clients in those areas. In addition to West Virginia, Mr. Webb has represented clients in Jordan, and soldiers who are stationed in Iraq, as well as clients in various states.
