ROBERT CANNON serves as the chief of the Beckley-Raleigh County Code Enforcement Office, the state's first joint city-county building code enforcement. He has served as the City of Beckley Zoning Officer and Flood Plain Manager for 25 years and assists the West Virginia Municipal League and various municipalities and counties on zoning and building code matters. Mr. Cannon was a founding member of the West Virginia Code Officials Association and has served as its president since 1998. He helped initiate mandatory state certification of all building code officials, inspectors and plans examiners. Mr. Cannon serves as the chairman of the International Code Council (ICC) Region VII, comprised of code professional's representatives of West Virginia, Virginia, Maryland, Pennsylvania, New Jersey, Delaware and the District of Columbia. BRADLEY A. CROUSER is a member of Jackson Kelly PLLC, where he has practiced law since 1989. Mr. Crouser was a member of the West Virginia State Ethics Commission from 1998 until 2006, serving as its vice-chairman. From 2006 until 2009, he was chairman of the Probable Cause Board of the Ethics Commission. Mr. Crouser also has served in the past as state tax commissioner and was Executive Secretary of the Workers' Compensation Fund. He earned his B.A. degree, cum laude, and his J.D. degree from West Virginia University. KEITH GAMBLE is the managing member of the Pullin, Fowler, Flanagan, Brown & Poe, PLLC Morgantown office. Mr. Gamble has focused his litigation practice on the defense of public entities and employees since starting with the firm in 2003. His prior experience as an Assistant Prosecuting Attorney in Kanawha County has provided him an excellent background for working with, and defending, police officers and police agengncies. He has tried more than 30 jury trials and has extensive courtroom and litigation experience. Mr. Gamble is a member of the West Virginia Defense Trial Counsel, The West Virginia State Bar and the nationally recognized DRI. In addition to governmental bodies and employees, he also has experience litigating cases associated with floods, trucking, construction, employment, products liability, and various personal injury matters. Mr. Gamble is admitted to practice before the West Virginia Supreme Court of Appeals, the U.S. District Court in both the Northern and Southern districts of West Virginia and the 4th Circuit Court of Appeals. He earned his B.A. degree from West Virginia University and his J.D. degree from Widener University School of Law. WENDY E. GREVE is a member of Pullin, Fowler, Flanagan, Brown & Poe, PLLC, where she focuses her practice in the defense of corporations and their employees. Her law practice also includes consultation to and the representation of counties and municipalities and their employees. Ms. Greve has provided skills training at the West Virginia State Police, as well as training for city and county law enforcement officers. Her training has been accredited by the West Virginia Bureau of Criminal Justice Services. In addition to her work with law enforcement, Ms. Greve has presented as an expert in panel presentations on investigations, restraint use and risk management in physical and non-physical interventions. She also has presented on issues in defending sexual harassment suits. Ms. Greve is admitted to practice in the Northern and Southern Federal district courts of West Virginia, the West Virginia Supreme Court of Appeals, the 4th Circuit Court of Appeals, and the U.S. Court of Appeals for the Federal Circuit. She has a degree in psychology from the American University and earned her J.D. degree from the West Virginia University College of Law. THERESA M. KIRK is the executive director of the West Virginia Ethics Commission. She has served in this position since February of 2009. Ms. Kirk joined the Commission in 2004 as its general counsel. Prior to joining the Ethics Commission, Ms. Kirk was a partner in the law firm of Pullin, Fowler, Flanagan, Brown & Poe, PLLC. She worked at the firm from 1995 to 2004. During her tenure at the law firm Ms. Kirk represented numerous state and local governmental entities in litigation. From 2002-2004 Ms. Kirk also served as legal counsel to the West Virginia House of Delegates, Committee on Banking and Insurance. In addition to her experience in the legislative branch, she has extensive experience in the State of West Virginia's executive branch. This experience includes employment or internships in the following State Agencies: West Virginia Governor's Office, West Virginia Division of Highways, West Virginia Department of Health and Human Resources, West Virginia Lottery Commission and West Virginia Department of Agriculture. Ms. Kirk earned her B.A.degree, University Honors Scholar, from West Virginia University, where she was an elected member of student government and earned her J.D. degee from the University of Pittsburgh. She also interned at a solicitor's office in London, U.K. Ms. Kirk currently serves as the president-elect for the Council of Governmental Ethics (COGEL). COGEL is an association compromised of public ethics agencies from the United States and Canada. JEFFREY W. MOLENDA is the resident member of Pullin, Fowler, Flanagan, Brown & Poe, PLLC's office in Martinsburg, West Virginia. Mr. Molenda provides counseling and litigation defense to cities, counties and public agencies in the areas of civil rights defense, personal injury defense, Freedom of Information Act and open meetings questions, water and sewer damage, property damage, employment claims and suits and other issues public bodies face in today's legal environment. After serving in the United States Army, he worked in the real estate and insurance businesses in Austin, Texas. He earned his B.A.degree from Texas Christian University and his J.D. degree, magna cum laude, from Thurgood Marshall School of Law, at Texas Southern University. DUANE J. RUGGIER II is an equity member with the law firm of Pullin, Fowler, Flanagan, Brown & Poe, PLLC and practices extensively in the areas of corporate defense, insurance defense, and defense of governmental entities. Mr. Ruggier is a member of The West Virginia, American and Kanawha County bar associations, the First Baptist Church of Hurricane and the Defense Trial Counsel. Mr. Ruggier focuses his practice on the defense of governmental entities and corporations. He is a recognized expert in the field of Governmental Defense and is a frequent lecturer on the topic. He has represented numerous governmental entities and their employees throughout his years of practice and has taken many cases to successful jury verdicts in both State and Federal Court. Mr. Ruggier is a 1989 graduate of Hurricane High School where he played on the Basketball, Soccer and Tennis teams. He earned his B.A. Degree in Political Science from Marshall University and his J.D. degree from the West Virginia University College of Law. Mr. Ruggier is admitted to practice law in the state of West Virginia and before the U.S. District Court for the Southern and Northern Districts of West Virginia. MOLLY K. UNDERWOOD is a member of Pullin, Fowler, Flanagan, Brown & Poe, PLLC, where she practices general insurance defense litigation with an emphasis on government and municipal liability cases as well as medical malpractice, employment law, construction law, and products liability. Ms. Underwood worked for two insurance defense litigation firms before joining Pullin, Fowler, Flanagan, Brown & Poe PLLC. She is admitted to practice in West Virginia and before the U.S. District Court Southern District of West Virginia, the U.S. District Court Northern District of West Virginia and the U.S. Court of Appeals for the 4th Circuit. Ms. Underwood earned her J.D. degree from Georgia State University College of Law in Atlanta, Georgia.
