VICTORIA BLAIS CHHAGAN earned her B.A. degree from Simmons College, with honors, in Political Science, a General Course Degree from the London School of Economics in health care policy, and her J.D. degree from Franklin Pierce Law Center, with a focus on health law. After graduating from law school in 1995, Ms. Chhagan worked for the firm of Galfand Berger in Philadelphia, Pennsylvania, as part of a team that represented Plaintiffs in complex product liability cases. In 1997, Ms. Chhagan accepted a position as Assistant Regional Counsel at the Social Security Administration's Office of the General Counsel in Seattle, Washington, where she represented the Agency in disability appeals in the Federal District Court for the Districts of Washington, Oregon, Idaho, and Alaska, as well as the Ninth and Eleventh Circuits. In addition, she handled civil rights complaints and employment law cases; drafted legal opinions relating to emerging issues for the Agency; and was a presenter on the issue of Ninth Circuit disability law at Administrative Law Judge conferences. In 2004, Ms. Chhagan started her own Social Security disability practice. She represents Plaintiffs in Social Security disability appeals before Federal Courts and the Ninth Circuit Court of Appeals. Ms. Chhagan is a member of the Pennsylvania and Washington State Bar Associations. AMY GILBROUGH is a partner at Douglas, Drachler, McKee & Gilbrough, LLP, where she practices in the areas of Social Security disability benefits for individuals at all levels of appeal through the Ninth Circuit. She earned her B.A. degrees from Seattle University and the University of Washington, and her J.D. degree from Lewis and Clark Law School. After completing law school, Ms. Gilbrough accepted a position at the Social Security Administration, writing decisions for Administration Law Judges. In 1999, she moved to SSA's Office of the General Counsel, where she represented the agency in the Federal District Courts and the Ninth and Eleventh Circuits, drafting legal opinions on the finer points of Social Security Law. Ms. Gilbrough is a sustaining member of the National Organization for Social Security Claimants’ Representatives (NOSSCR) and a member of the King County Bar Association. She presents on new issues in Social Security practice at the Circuit 9 Conference, a yearly conference limited to Social Security attorneys who have been practicing more than five years. She was a presenter at the King County Bar Association's Social Security Boot Camp in 2010. She presented the ethics portion of a Social Security seminar for National Business Institute in 2008. MATT A. RENDA practices in Tacoma, Washington, where he focuses on the areas of Social Security disability, personal injury and criminal defense. He is a member of the Washington State Bar Association, the Pierce County Bar Association, the Washington State Trial Lawyers Association and the Washington Association of Criminal Defense Lawyers. Mr. Renda earned his B.A. degree from Brigham Young University, his M.A. degree from the University of Utah and his J.D. degree from the University of Maryland. He is a frequent presenter for the Pierce County Bar Association's "Law Week" education seminars. TODD R. RENDA is an attorney in Tacoma, Washington, where his areas of practice include Social Security disability, long-term disability, workers' compensation and personal injury. He earned his B.A. degree from Brigham Young University and his J.D. degree from the University of Puget Sound. Mr. Renda is a member of the Washington State Bar Association, the Pierce County Bar and the Washington State Trial Lawyers Association. He has conducted training seminars on the topic of Social Security.
