SCOTT W. CAMPBELL is a member in the Seattle law firm of Wallace Campbell, PLLC, where he practices commercial litigation, focusing on construction and real estate disputes. He represents owners, developers, contractors, suppliers and design professionals in mediations, arbitrations, administrative hearings, trial court litigation and appeals. Mr. Campbell also assists his clients in other aspects of construction and development, including contract negotiation and drafting, insurance matters, dispute avoidance and claims analysis. He earned his B.A. degree, cum laude, from Vanderbilt University and his J.D. degree from the University of Michigan. Mr. Campbell is a member of the Washington State Bar Association and its Litigation, Construction Law and Indian Law sections. FRED S. FINKELSTEIN is a member of the Bellevue law firm of Lawrence & Finkelstein, P.L.L.C., where he advises and represents owners, sureties, general contractors, subcontractors and material suppliers about all aspects of construction. His work includes drafting and negotiating contracts, resolving disputes that arise during construction, and representing clients in mediations, arbitrations and litigation. Mr. Finkelstein earned his B.A. degree, with honors, from Northwestern University and his J.D. degree from Vanderbilt Law School. He is a member of the Washington State Bar Association. KERRY C. LAWRENCE is a construction attorney with more than 30 years of experience focused on construction issues, with special emphasis on mechanic's liens and other payment issues. He and Jeff Smyth authored the Washington Construction Lien Act, ultimately enacted in 1991-1992 as the current Washington Mechanic's Lien Law. Mr. Lawrence was part of the task force that revised the Contractor's Registration Act in 2001 and 2007. He testifies frequently before the Washington State Legislature on issues of concern to the construction industry, including the pending 2011 revisions to RCW 60.04. Mr. Lawrence has been an arbitrator for the American Arbitration Association for more than 30 years, serving on the AAA Large and Complex Case Panel, and advises the AAA on construction industry dispute resolution as a member of the AAA's National Construction Dispute Resolution Committee. He was an organizing member of the Dispute Resolution Board Foundation, and has served as the Foundation's North America President as well as chairman of the Education and Training Committee of the Foundation. Mr. Lawrence has served on dispute resolution boards for public projects valued at more than $700,000,000. He also has served as chairman of the Washington State Bar Association Section on Construction Law and as chairman of the Legal Affairs Committee of the Seattle Chapter of the Associated General Contractors. Mr. Lawrence has spoken on lien and bond claims and alternative dispute resolution for numerous legal and construction industry groups, including the ABA Forum Committee on the Construction Industry, AGC of Washington-Seattle Chapter, the Washington State Bar Association, Construction Specifications Institute, King County Bar Association, The Alternative Dispute Resolution Section of the American Bar Association, the Whatcom County Bar Association and the Benton-Franklin County Bar Association.
