HON. MARK J. KELLER is a District Court Judge presiding over the Franklin County Family Court. Judge Keller was appointed to the bench in 1999. Prior to the bench, Judge Keller served as Chittenden County State's Attorney and served 16 years in private practice. He earned his undergraduate degree at St. Michael's College and his J.D. degree at the University of Notre Dame School of Law. HON. SHELLEY J. GARTNER is a Family Court Magistrate presiding in Addison, Bennington and Rutland counties. Governor Madeline Kunin appointed Magistrate Gartner as Family Court magistrate in October 1990. Prior to her appointment to the bench, she worked as a staff attorney and supervising attorney for the Department of Social Welfare and subsequently the Office of Child Support from April 1978 - September 1990. Magistrate Gartner earned her B.A. degree in history and secondary education at the University of Buffalo and her J.D. degree at New England School of Law. She is a member of the Vermont Bar Association, the American Bar Association, the National Association of Women Judges, the Vermont Trial Judges Association, and the National Council of Juvenile and Family Judges. HON. KARL BARNEY BLOOM has served as an Assistant Judge in the Washington Family Court Since 1999. His work on the bench is chiefly in Family Court and Traffic Court. Judge Bloom is a graduate of the Special Court Jurisdiction Program at the University of Nevada at Reno, and has returned there seven times for additional study. Prior to being elected to the bench in 1999, he was a librarian at the Vermont Historical Society for 18 years. Judge Bloom also was a librarian at the Library of Congress and in the Peace Corps. He earned his M.A. degree in Philosophy at the University of Hawaii and is included in the 25th edition of the Marquis Who's Who in the East. MODERATOR - HARRIET H. KING is a partner with The King Law Offices, PLLC, where she practices in the areas of matrimonial law litigation, including relief from abuse hearings, complex custody, divorce and child support/maintenance cases, juvenile law and criminal defense rising out of domestic matters. Before joining Downs Rachlin Martin PLLC, Ms. King practiced matrimonial law with The King Law Offices and with Schoenberg & Associates in Burlington, Vermont. She was a partner with her husband in the firm of King and King, Attorneys at Law in Pittsburgh, Pennsylvania, where she concentrated in the areas of family and juvenile law and also was an advocate through the Juvenile Law Project. Ms. King was associated with two Philadelphia firms, litigating in the areas of toxic torts and family law. She was a deputy state's attorney in Washington County, where she prosecuted domestic violence/sexual assault cases, as well as violations of abuse prevention orders. While serving as deputy state attorney, Ms. King also was appointed to and served on the Vermont Family Violence Committee and presented trainings concerning sex assaults. Before becoming an attorney, Ms. King, taught English in West Africa, first in the Peace Corps and later on a Fulbright fellowship. She is admitted to practice in Vermont, Pennsylvania and New Jersey. Ms. King earned her B.A. degree from Colby College, her J.D. degree from Temple University School of Law and her MAT degree from Georgetown University. She is a member of the Vermont Bar Association.
