TIMOTHY M. EUSTACE is special counsel in the Burlington law firm of Gravel and Shea. His practice consists mainly of assisting clients with real estate, land use development, environmental regulation and construction law matters. Mr. Eustace has extensive experience with a broad spectrum of real estate matters, including property acquisition, sales and leases; subdivision and development; permitting; land conservation; boundary disputes and highway/access issues. In recent years, he has served as a member of faculty for several seminars concerning highway and right-of-way issues. Mr. Eustace earned his B.A. degree from the University of Vermont and his J.D. degree from Vermont Law School. He is a member of the Vermont Bar Association and Chittenden County Bar Association. A.W. (TERRY) HARRIS is a licensed land surveyor and principal of Harris Surveying & Land Dispute Resolution in Hinesburg. Mr. Harris previously held an appointment with the USDA Forest Service conducting record research and writing boundary descriptions for the Green Mountain and Finger Lakes National Forests. He also was the director of surveys at Knight Consulting Engineers, Inc. Mr. Harris has taught surveying at the University of Vermont and presented surveying topics at numerous legal seminars. He studied liberal arts at George Washington University and surveying at Vermont Technical College. He serves as a member of the Vermont Board of Land Surveyors. THOMAS G. WALSH is a partner in the Burlington, Vermont law firm of Walsh & Monaghan, LLP, where he represents businesses and individuals in the areas of environment law, land use permitting, litigation, counseling and negotiations, property and business transactions and regulatory enforcement defense. From 1999 to 2005, Mr. Walsh served as associate general counsel for the Vermont Environment Board and Natural Resources Board, Land Use Panel, where he represented the board during its hearing of appeals of District Commission permitting decisions. He also served as the enforcement attorney for Vermont's Land Use (Act 250) Program. From 1993 to 1999, he was in private practice focusing on environmental and land use law in Vermont, New York, New Hampshire and Maryland. Prior to law school, Mr. Walsh practiced with a national environmental consulting and engineering firm from 1986 to 1989, where he worked on environmental systems designs and completed domestic and international environmental risk assessments. He earned his B.S. degree from Cornell University, and his J.D. degree, cum laude, and his master's degree, cum laude, from Vermont Law School. Mr. Walsh is a member of the Vermont Bar Association and the Franklin County Bar Association.
