October 5 - Norfolk ROBERT P. BEAMAN III is an attorney with Troutman Sanders LLP, where he is a member of the Real Estate group. His practice focuses on zoning and land use, commercial real estate development, real estate transactions, and real estate litigation. Mr. Beaman was recognized in Super Lawyers Magazine as a "Rising Star" in Land Use and Zoning in 2009. He earned his B.A. degree from the University of Virginia and his J.D. degree, order of the coif, from the College of William and Mary, where he was on the Editorial Board of the William and Mary Law Review. THOMAS C. KLEINE is a partner in the Troutman Sanders LLP Commercial Development practice, where his primary focus is zoning and land use, commercial transactions, environmental law, and annexations. He represents clients throughout Virginia and Maryland on a variety of land use and commercial development issues. Mr. Kleine was the recipient of Troutman Sanders LLP legal pro bono award in 2006 and 2007 and is the chair of the Troutman Sanders LLP Hampton Roads Office Pro Bono Committee. His projects typically involve addressing an array of federal, state and local regulatory and statutory concerns. He currently represents a major national retailer in obtaining all governmental approvals and entitlements necessary to develop stores throughout Virginia and Maryland. Earlier in his career, Mr. Kleine spent nearly a decade on Capitol Hill, where he was involved in drafting, managing and negotiating legislation on a variety of national and international issues. As Chief Counsel to the Senate Foreign Relations Committee, Mr. Kleine managed the Committee's extensive legislative agenda in addition to working on international treaties and presidential nominations. In addition, he was appointed by U.S. Senate Majority Leader Bill First to serve as a Commissioner on a bipartisan federal commission tasked with evaluating U.S. Foreign Assistance Programs (the "HELP Commission") from 2005-2007. Mr. Kleine earned his B.S. degree, cum laude, from Georgetown University and his J.D. degree from Washington & Lee University, where he was a Burks Scholar and received the American Jurisprudence Award for Constitutional Law. JEFFREY MAYNARD is an attorney with Troutman Sanders LLP, where he devotes his time to real estate transactions and matters of land use and zoning. Mr. Maynard represented local and regional clients in the acquisition and financing of hotel projects in Virginia and other states. He is of counsel to national telecommunications clients in matters of leasing, development and management of telecommunications towers and assets. Mr. Maynard represented local and national clients in the acquisition and financing of residential projects, office buildings and shopping centers. He is of counsel to various religious organizations in purchasing, financing and developing places of religious worship. Mr. Maynard provides assistance as local counsel to law firms and clients in other states for Virginia transactions. He has done lender representation in matters of acquisition and construction financing and loan modifications. Mr. Maynard's land use and zoning representations have included the following matters: representation of a national computer manufacturer with zoning and permitting issues involved with a regional manufacturing and distribution facility. He provides assistance with the development and permitting of industrial storage, mini-storage and warehouse facilities. Mr. Maynard represents national and local automobile dealers in the development and expansion of automobile dealerships. He represented national and regional developers in obtaining rezoning, permits and approvals necessary for residential developments, planned unit developments, senior housing facilities, multi-family facilities, hotels and retail facilities. Mr. Maynard has appeared before local legislative bodies and boards, and negotiations with community and civic associations. He wrote "Environmental Expert is Key to 'Final Rule," Inside Business. Mr. Maynard attended the College of William and Mary. He earned his J.D. degree, cum laude, from the University of Richmond. R. J. NUTTER II is a partner with Troutman Sanders LLP, where his practice includes zoning, land use and environmental law, municipal corporations, commercial development, real estate investments and annexations. In addition, Mr. Nutter is the chairman of the Zoning and Land Use Practice group at Troutman Sanders LLP. He represented Town Center Associates in obtaining the necessary rezoning and text amendments to the City Zoning and Site Plan Ordinances to facilitate the $100,000,000 Town Center project in Virginia Beach, consisting of high rise office buildings, 300,000 square feet of retail, a 13-story luxury apartment building, a hotel and other land uses. Mr. Nutter currently represents APM Terminals of Virginia (Maersk Sealand) to obtain local approvals and text amendments to accommodate an $800,000,000 port facility in Portsmouth, Virginia, which will be the largest privately, owned and operated terminal in the United States. He represented Sentara Health Systems, Inc. to obtain rezonings, conditional use permits and text amendments to accommodate a $100,000,000 hospital and office park facility in Virginia Beach. Mr. Nutter represented many of the leading hotel developers that are in the process of developing approximately $150,000,000 in the hotel and mixed use projects. He represented Kellogg Brown & Root, Inc. in annexation of property from one municipal corporation to another to accommodate the development of the largest marina and golf resort development in Eastern Virginia. He represented AT&T Wireless, Inc. in deployment of telecommunication devices throughout Southeastern Virginia. Mr. Nutter represented McCale Development in the first large residential development in Virginia designed by Stephen Fuller & Associates of Atlanta. He represents a wide variety of commercial businesses, national retailers and developers for a retail, mixed use and redevelopment projects throughout Southeastern Virginia. He represented The Goodman Company of Florida on $100,000,000 mixed use shopping centers in Virginia Beach. Mr. Nutter represented Hotel and Motel Association in protecting industry from proposed Base Realignment & Closure (BRAC) regulations. He is a member of the Virginia Beach and Norfolk-Portsmouth bar associations. He earned his B.A. degree and J.D. degree from the University of Richmond. October 6 - Richmond MICHAEL J. ROTHERMEL is a shareholder and director with Spotts Fain, A Professional Corporation, in Richmond, Virginia. Mr. Rothermel focuses his practice in the areas of land use and zoning, land use and real estate related litigation, and administrative and local government law. He is admitted to practice in Virginia and before the U.S. Court of Appeals 4th Circuit and U.S. District Court Eastern District of Virginia. Mr. Rothermel previously worked for the 14th Judicial Circuit of Virginia (Circuit Court of Henrico). He is a member of the Virginia State Bar, the Richmond Bar Association and the Henrico County Bar Association. Mr. Rothermel was listed in Virginia Super Lawyers, as one of the "Rising Stars of 2010." He earned his B.A. degree, summa cum laude, in political science and philosophy from Randolph-Macon College and his J.D. degree, magna cum laude , from the T. C. Williams School of Law at the University of Richmond. WILLIAM H. SHEWMAKE is a partner with LeClairRyan, where he has extensive experience in zoning and land use law. In addition to representing clients on commercial and residential land use issues, Mr. Shewmake has previously served as a Planning Commissioner in Chesterfield County and served as the Commission's Chairman in 1998. He is also a civil litigator and has handled a variety of complex commercial, administrative law, construction, and injury cases. He has written and co-written articles on covenants not to compete, administrative and antitrust law, and has lectured on both appellate practice and trial litigation. Mr. Shewmake is a certified civil court mediator, where he is qualified to mediate a wide range of civil law matters, from personal injury cases to multiparty business disputes. In addition, he is a trained collaborative law practitioner. Mr. Shewmake is a member of the Richmond, Chesterfield and Virginia bar associations, and the Virginia State Bar (former chairman of the appellate litigation subsection).
