DUNCAN G. BYERS is a partner in the Portsmouth law firm of Duncan G. Byers PC. He practices in the areas of intellectual property protection and complex litigation. Mr. Byers is admitted to practice before the U.S. Patent and Trademark Office, the U.S. District Courts for the Eastern and Western District of Virginia, and the Federal 4th Circuit Court of Appeals. He is a member of the Virginia Bar Association, the Norfolk-Portsmouth Bar Association, and the International Trademark Association. He has lectured on his areas of expertise before the Norfolk and Portsmouth bar associations. Mr. Byers earned his B.S. and M.S. degrees from Old Dominion University and his J.D. degree from Washington and Lee University School of Law. LaRANA J. OWENS is an assistant city attorney with the Virginia Beach City Attorney's Office. Her main area of practice is school law. Ms. Owens earned her B.S. degree from Old Dominion University and her J.D. degree from the College of William & Mary. NANCI W. REAVES is the school board attorney for the City of Hampton School Division, which serves approximately 21,000 students and has 3,043 full time employees and 537 part-time employees. In her role as school board attorney for the past three years, Ms. Reaves handles a myriad of issues for the school system, from special education matters to student discipline to personnel grievances, disputes and litigation. She worked closely with the administration in assuring the completion of a $100 million construction project that brought two new PreK-8 schools to Hampton, the first new schools built in the city in over thirty years. Prior to serving the Hampton School Board, Ms. Reaves was the interim county attorney for Gloucester, Virginia. Ms. Reaves clerked for the U.S. District Court for the Eastern District of Virginia immediately after completing law school at the University of Richmond. She then worked in private practice as a litigator, primarily insurance defense. Ms. Reaves is a Supreme Court certified mediator and has served as a mentor to mediators in training. She has been a speaker at the Local Government Attorney's Association and the Virginia School Board's Association. JEFFREY D. WILSON is an attorney with the law form Duncan G. Byers PC, where he counsels clients on a wide array of labor and employment law issues with a focus on helping employers avoid costly litigation and agency actions before they happen. Mr. Wilson also represents businesses in litigation, arbitration and mediation of employment law disputes, such as Title VII, ADA, ADEA, FLSA, WARN, NLRA, workers' compensation, non-compete agreements, employment contracts, employment torts and ERISA retaliation cases. In particular, Mr. Wilson has experience representing clients before federal and state courts, the U.S. Department of Labor, the NLRB, the EEOC, and various state agencies. Before going into private practice, he served as a judicial clerk for the Honorable Jackson L. Kiser, U.S. District Court Judge for the Western District of Virginia. Mr. Wilson is licensed to practice in Texas and Virginia. He earned his B.S. degree from James Madison University and his J.D. degree from Washington & Lee University School of Law. While in law school, Mr. Wilson served as a staff writer and lead articles editor of the Washington & Lee Law Review.
