HENRY E. HOWELL is the principal member of The Eminent Domain Litigation Group, P.L.C., where he practices in eminent domain and property rights litigation for owners. He is admitted to practice before the Virginia and U.S. District Courts (Eastern District of Virginia and Western District of Virginia) and the U.S. Court of Appeals for the Fourth Circuit. Mr. Howell a member of the Virginia Beach and Norfolk Portsmouth bar associations and the American Bar Association. He earned both his B.A. and J.D. degrees from the University of Virginia. ADAM MELITA is a deputy city attorney for the City of Norfolk. He concentrates his practice in the areas of land use, litigation and municipal law. Mr. Melita earned his B.S. and J.D. degrees from the University of Virginia. He is a member of the Norfolk Portsmouth Bar Association and the Virginia Local Government Attorneys (LGA). EDWARD R. WAUGAMAN is a real estate attorney who practices primarily in the areas of real estate law, residential and commercial transactions, title insurance representation and ethics. He is former counsel to Southern Title Insurance Corporation, Lawyers Title Insurance Corporation and Ticor Title Insurance Company. During his 32 years in the title insurance industry, Mr. Waugaman practiced in the area of title underwriting practices, negotiation and settlement of title insurance claims, conducting and advising on settlement operations, including RESPA compliance and real estate-like exchange transactions. He is a former adjunct professor for real estate law at Christopher Newport University. Mr. Waugaman earned his B.S. degree and his M.S. degree from the Virginia Polytechnic Institute and State University and his J.D. degree from George Mason School of Law. B. KAY WILSON is an associate city attorney with the Office of the City Attorney in Virginia Beach. She is a land use attorney for the city and represents the Board of Zoning Appeals, the Wetlands Board and the Chesapeake Bay Board as well as the Department of Housing and Neighborhood Preservation. Ms. Wilson has lectured for the Virginia Local Government Attorneys Association on land use matters and has written articles on land use taxation. She received her B.A. and J.D. degrees from the College of William and Mary. Ms. Wilson is a member of the Virginia State Bar, the Virginia Local Government Attorneys Association and the Virginia Beach Bar Association.
