DEBORAH N. ARTHUR is a sole practitioner in Annandale, Virginia, with 27 years of experience. She earned her B.S. degree in business administration from George Mason University in 1977. COOPER is a partner in the Fairfax law firm of Cooper Ginsberg Gray PLLC, where she practices in divorce and family law. Ms. Cooper has litigated issues ranging from equitable distribution of property (including division of pension benefits, stock options, and real estate) to issues pertaining to alimony, child support, and child custody. She has written briefs and presented oral arguments in Virginia's appellate court system in such areas as validity of prenuptial agreements, spousal support modification, equitable distribution, and the effect of Social Security disability payments on child support obligations. Ms. Cooper is a member of the Fairfax Bar Association, and a former vice chair of the Law Related Education Committee. She served on the 5th District Committee (Section II) of the Virginia State Bar from 2004 to 2010, serving as vice chair from 2007 to 2008, and chair from 2008 to 2009. She was recently appointed by Governor Bob McDonnell to serve on the Secretary of Health and Human Resources Child Support Guidelines Review Panel. Ms. Cooper has conducted continuing legal education seminars for other attorneys and paralegals on topics including premarital agreements, division of military retirement benefits upon divorce, and litigation of custody issues. GIBBONS JR. is a sole proprietor of the Fairfax, Virginia law firm, where he practices in the areas of domestic relations and criminal defense, as it relates to domestic relations. He has lectured on issues of divorce, custody and ethics in domestic relations. Mr. Gibbons earned his A.B. degree from the College of the Holy Cross and his J.D. degree from the College of William and Mary. He is a member of the Fairfax Bar Association, the Virginia State Bar and, the District of Columbia Bar. He has been practicing law for 24 years. For the last eight years, Mr. Gibbons has served as special counsel to the city of Alexandria, Virginia for the prosecution of cases involving the abuse and neglect of children. SHANNON L. KROEGER is a partner in the Alexandria law firm of Rich Rosenthal Brincefield Manitta Dzubin & Kroeger, LLP. Ms. Kroeger concentrates her practice in the area of domestic relations matters. She has led continuing legal education events in domestic relations and is an active member of the Virginia State Bar and the Fairfax County Bar Association. She is a volunteer conciliator in the Fairfax County Circuit and Juvenile and Domestic Relations Courts. Ms. Kroeger earned her B.A. degree from Mary Washington College and her J.D. degree from the University of Richmond.
