HON. TIMOTHY S. FISHER has served on the Newport News Circuit Court since July 2005. He was previously appointed as a substitute judge of the General District Courts in 1990, and was appointed to the Newport News General District Court in 1999. A graduate of West Virginia University and a graduate of the WVU College of Law, he served on active duty in the United States Air Force at Langley AFB from 1978-1982. After leaving active duty, he entered private practice in Newport News, Virginia, and remained in the Air Force Reserves. He retired as a Lieutenant Colonel in the Air Force Reserve in 1999, after serving his last ten years attached to the Office of the Staff Judge Advocate, United States Atlantic Command in Norfolk, Virginia. HON. FREDERICK B. LOWE has served as Chief Judge of the Virginia Beach Circuit Court since March 2008. In February 1991, Judge Lowe was appointed as a judge of the Second Judicial Circuit for the City of Virginia Beach, and the counties of Northampton and Accomack. Prior to being appointed, he served in the Army in the Judge Advocate General Corps. As a military judge, he had a successful 20 year career as a private practitioner, during which time he also served as an Assistant Public Defender for the City of Virginia Beach and as a Commissioner of Accounts for the Virginia Beach Circuit Court. Judge Lowe graduated from T. C. Williams School of Law. HON. CHARLES E. POSTON has been a judge for the Circuit Court of the City of Norfolk since 1994. He was engaged in the general practice of law for 14 years before serving as a judge for the Norfolk Juvenile and Domestic Relations Court from1988 to 1994. Judge Poston has served as an occasional presenter at CLE events on various issues. He is a member of the Virginia Bar Association, the Virginia State Bar and the American Bar Association's Judicial Division (National Conference of State Trial Courts and the Judiciary's Image Evaluation Task Force). HON. NORMAN A. THOMAS has served since May 1, 2004 as a judge of the Fourth Judicial Circuit of Virginia, presiding in the Circuit Court of the City of Norfolk. He previously served from April 2001 through April 2004 as a judge of Virginia's Fourth Judicial District, presiding in the Norfolk General District Court. Prior to becoming a judge, he practiced law in Norfolk and the Hampton Roads region for some 20 years in both the state and federal courts. Judge Thomas graduated, with distinction, from the University of Virginia, earning a Bachelor of Arts degree in government and economics. He then attended the Marshall-Wythe School of Law at the College of William & Mary, from which school he received a Juris Doctor degree. Judge Thomas' career as an attorney included more than 18 years of public service in such positions as Norfolk's Chief Deputy Commonwealth's Attorney, as a Deputy City Attorney in Norfolk and as law clerk to the late Judge Joseph E. Baker of the Virginia Court of Appeals. In addition to his membership in the Virginia State Bar, Judge Thomas is a longstanding member of the American Bar Association, the Virginia Bar Association, and the Norfolk & Portsmouth Bar Association. HON. PATRICIA L. WEST has served as a judge of the Second Judicial Circuit, for the Virginia Beach Circuit Court, and the counties of Northampton and Accomack since July 2000. Prior to her appointment as a Circuit Court Judge, she served as a judge of the Virginia Beach Juvenile and Domestic Relations District Court for approximately three years. Judge West has also held positions as law clerk to the Honorable Samuel W. Coleman at the Virginia Court of Appeals; Assistant Attorney with both the offices of the Virginia Beach City Attorney and the Commonwealth's Attorney; Deputy Commonwealth's Attorney with the office of the Norfolk's Commonwealth's Attorney; Director of the Department of Juvenile Justice; and secretary of Public Safety. She previously served, and continues to serve, on many professional and civic boards and committees. Judge West has also earned many awards and recognitions for her ongoing dedication and commitment to the legal profession, the law and to the Commonwealth. Judge West graduated from the College of William & Mary Marshall-Wythe School of Law. MODERATOR - ROBERT B. RIGNEY is a partner in the Norfolk law firm of Protogyrou & Rigney, P.L.C., where he practices in the areas of insurance defense and criminal defense matters. He is admitted to practice for the Virginia State Bar; the District of Columbia Bar (inactive); the New York State Bar Association (inactive); the U.S. Bankruptcy Court for the Eastern District of Virginia; the U.S. Court of Appeals for the Fourth and Sixth Circuits; the U.S. District Courts for the Eastern and Western Districts of Virginia; the Supreme Court of the United States; the Virginia Supreme Court and is currently the state escheator, First Judicial Circuit. Mr. Rigney is an adjunct professor for Tidewater Community College teaching Trial Preparation and Discovery. He has previously been a guest speaker for National Business Institute in his areas of practice. He earned his B.A. degree from the State University of New York at Oswego and his J.D. degree from T.C. Williams School of Law, University of Richmond. Mr. Rigney is a member of the Norfolk & Portsmouth Bar Association and the Virginia Association of Defense Attorneys. He is a former member of the City of Chesapeake Community Services Board. Mr. Rigney has tried more than 100 jury trials in state and federal courts in Virginia.
