JULIE H. KILGORE has more than 16 years experience in environmental projects. As president and environmental manager with Wasatch Environmental Inc. in Salt Lake City, Ms. Kilgore conducts or oversees professional services related to property transactions and redevelopment projects including All Appropriate Inquiries (Phase I), site investigations/delineations, and remedial implementation and oversight. She has been directly involved in various phases of hundreds of environmental site assessments for lenders, buyers, home builders, large retail developers, ski resorts, tribes, municipalities, and federal agencies. Ms. Kilgore provides and/or oversees turn-key environmental consulting ranging from Phase I Environmental Site Assessments, through investigation/site characterization and remediation. Redevelopment projects have included multi-parcel big-box store acquisitions in historical industrialized areas and major renovations/change-of-use projects or transitional low-income housing. Ms. Kilgore also has provided environmental due diligence for conservation acquisition projects. She earned her B.S. degree, summa cum laude, from Westminster College and her M.B.A. degree from the University of Utah. Ms. Kilgore chairs the ASTM Committee E50 for Environmental Assessments, Risk Management and Corrective Action. As a result of her involvement in development of industry standards, federal regulation and local policies, she assisted in the development of numerous Phase I ESA, Transaction Screen, and Phase II Environmental Site Assessment training courses, and conducts industry training courses throughout the country. Some of the numerous conferences Ms. Kilgore has instructed include the EPA Brownfields Conferences, RTM Communications National Conferences (2003-2010), Environmental Bankers Association National Conferences (2004-2010) and the American Bar Association Regional Conference. She authored "Brownfields, A Comprehensive Guide to Redevelopment Contaminated Property, Third Edition," and Chapter 6 "Phase I and Phase II Environmental Site Assessments," American Bar Association, 2010. BRET F. RANDALL is the chair of Durham Jones & Pinegar, PC's environment, energy, and resources practice group and practices in the Salt Lake City office, where his main areas of practice are environment and energy and law, and business and finance. His practice includes managing industrial facility siting, permitting, and compliance issues under federal, state, and local environmental laws and regulations. Mr. Randall also regularly represents clients in matters involving Superfund liability, Clean Water Act permitting and compliance, wetlands permitting, worker health and safety, pipeline health and safety laws and regulations, and environmental management programs. He has particular expertise in site investigation, remediation, and redevelopment, having assisted in the acquisition, management, and redevelopment of numerous environmentally sensitive properties, including many NPL-listed Superfund sites. Mr. Randall earned his B.A. degree from Brigham Young University and his J.D. degree, summa cum laude, from Brigham Young University, J. Reuben Clark Law School. JOSEPH C. RUST is a senior shareholder with the law firm of Kesler & Rust, P.C., where he practices in the areas of personal injury and products liability litigation, real property acquisitions and sales, landlord-tenant relations, construction law, including lien and bond claims, international law and commercial litigation. Mr. Rust has been practicing law for 42 years and has previously lectured for National Business Institute on real estate litigation, use of expert witnesses and boundary law matters. He has been involved both as counsel and as an arbitrator in arbitration proceedings and both as counsel and as mediator in mediation proceedings. Mr. Rust has written articles on international and other legal matters that have appeared in a variety of legal journals. He is a member of the Utah State Bar's Governmental Affairs Committee and a past chairman of the Bar's International Section. Mr. Rust also is a past chairman of the International Bar Association's Committee on Civil Procedure in the Section of General Practice and is the current chair of Utah District Export Council. He earned his B.A. and J.D. degrees from the University of Utah. J. CRAIG SMITH is a founding member of the Salt Lake City firm of Smith Hartvigsen, PLLC, where he practices in the areas of water law, environmental law, land use and litigation. He was a law clerk to the Honorable J. Robert Bullock for the 4th District of Utah, and an assistant city attorney for Park City, Utah. Mr. Smith is a member of the American Bar Association and the Utah State Bar (member of Urban, State and Local Government Law, Natural Resources and Litigation sections). GRETTA C. SPENDLOVE is a shareholder in the Salt Lake City law firm of Durham Jones & Pinegar, PC. Ms. Spendlove has focused her practice in the areas of real estate law, including real estate leasing, title law, easements and development disputes. Her practice also includes commercial law with emphasis on structuring businesses. Ms. Spendlove frequently writes for the Utah Business Magazine. She frequently lectures on real estate and business topics for professional and business groups. Ms. Spendlove earned her B.A. degree from the University of Utah and her J.D. degree from the University of Arizona, where she was a member of the Arizona Law Review. She is a member of the American Bar Association and the Utah State Bar (past chair, Business Law Section and Real Estate Section). Ms. Spendlove is a past president of the Women Lawyers of Utah and the National Association of Women Business Owners, Salt Lake Chapter.
