VICTOR H. FALVEY is the principal of the Law Office of Victor H. Falvey in El Paso, Texas. He has practiced in the areas of real estate, estate planning, probate and corporate law since 1980. Mr. Falvey has spoken on real estate law, real estate issues, estate planning and probate law to businesses and legal professionals. He earned his B.B.A. degree from the University of Texas - El Paso and his J.D. degree from the University of Texas at Austin. Mr. Falvey is a member of the State Bar of Texas. STEPHEN MEADOR is an attorney, concentrating his practice in the areas of wills, trusts, estate planning and probate. Mr. Meador received both his Bachelor and Master of Business Administration degrees from the University of Texas at El Paso, and his Doctor of Jurisprudence degree from the University of Texas School of Law. He is active with the boards of the El Paso County Historical Society and the Opportunity Center for the Homeless. He also serves on the Dean's Advisory Council of the Texas Tech University Paul L. Foster School of Medicine and is a member of the El Paso Estate Planning Council. SANDRA S. MOORE-DUARTE is a partner in the El Paso law firm of Neill, Strelitz, Moore-Duarte, P.C. She has focused her practice in the areas of estate planning, elder law, long-term care planning, guardianship, probate, trust law and disability planning since 1997. Ms. Moore-Duarte is a member of the National Academy of Elder Law Attorneys and is the current vice-president of the El Paso Estate Planning Council. She has lectured on probate matters to the El Paso Probate Bar Association and various task forces in El Paso County, Texas; and also has lectured on elder law issues for business and legal professionals. Ms. Moore-Duarte was a contributing writer for articles in the quarterly magazine for the National Guardianship Association. She earned her B.S. degree from Texas A&M University; her master's degree from the University of Texas at Arlington; and her J.D. degree, cum laude, from St. Mary's University of San Antonio. Ms. Moore-Duarte is a former chairman of the El Paso County Child Welfare Board and the Texas Council of Child Welfare Boards. She is a member of the El Paso and American bar associations, the State Bar of Texas, the El Paso Probate Bar Association (holding all officer positions and a two-term board member), the El Paso Women's Bar Association, the El Paso Estate Planning Council, and the Visiting Nurses Association in El Paso (board member). Ms. Moore-Duarte was awarded Outstanding Volunteer of the Year by the Texas Council of Child Welfare Boards and received an award for being a Best Lawyer in Texas in 2009, 2010 and 2011. ALEXANDER V. NEILL is a partner in the El Paso law firm of Neill, Strelitz, Moore-Duarte, P.C. His practice areas include estate planning, including preparation of wills, estate planning documents and trusts; probate and guardianship matters, including will and guardianship contests, fiduciary litigation probate of wills, heirship determinations, independent and dependent administrations, affidavits of heirship, and small estate affidavits; litigation involving real property issues, such as clearing title to property, establishing ownership of property and foreclosures; and landlord tenant disputes, including evictions. Mr. Neill earned his B.A. degree in political science from Austin College in 2000 and his J.D. degree from St. Mary's University of Law in 2003. He is a member of the Ethics Review Commission for the city of El Paso and of the Board of Directors for Keystone Heritage Park, Inc.
