HON. ROSS H. HICKS currently serves as the Presiding Judge in the 19th Judicial District. At the time of his appointment as Circuit Court Judge in 2002, Judge Hicks had practiced law in Clarksville for more than 30 years as a partner in the firm of Cunningham, Mitchell, Hicks, Patton, Peay and Raconni. Judge Hicks received his B.A. degree from Vanderbilt University and his J.D. degree from the University of Tennessee School of Law. After his initial appointment as Circuit Judge, he was elected to fill the remaining four years of the judicial term. HON. AMANDA McCLENDON is the judge of the 2nd Circuit Court for the 20th Judicial District serving Davidson County, Tennessee. After passing the Tennessee bar exam in 1984, Judge McClendon engaged in the general practice of law for 23 years. Judge McClendon was popularly elected to the bench for an eight-year term commencing September 1, 2006. Judge McClendon continues to be actively involved in many professional, civic and business organizations. CHANCELLOR RUSSELL T. PERKINS was appointed in March 2008 as Chancellor of Davidson County Chancery Court, Part IV. He graduated from Tennessee State University in 1978 and from Ohio State University's College of Law in 1981. From August 1981 to August 1982, Mr. Perkins was an Assistant General in the Ohio Attorney General's Office. From August 1982 to April 1994, he was an associate and partner in the Nashville law firm of Williams and Dinkins. From April 1994 to April 2008, he served in several capacities in the Tennessee Attorneys’ General Office, most notably as lead counsel for Tennessee's historic tobacco settlement and litigation and as Tennessee's Consumer Advocate for public utility cases and Special Deputy Attorney General for Litigation. HON. PHILIP E. SMITH graduated from the University of Tennessee College of Law in May 1988. In October 1988, Judge Smith went to work for the Office of the District Attorney General for the 20th Judicial District, working in the Child Support Enforcement Division. In September 1990, Judge Smith joined the Norman Law Offices and remained there until March 2001. In March 2001, Judge Smith, along with Phillip Robinson and Teresa Webb Oglesby, began their own law practice. Judge Smith's practice consisted of mainly family law matters, including divorce, child support matters, custody and visitation matters, ante nuptial agreements, post-nuptial agreements, grandparent visitation cases and domestic mediation. In January 2009, Judge Smith became board-certified as a Family Law Trial Advocate by the National Board of Trial Advocacy. On March 18, 2009, he was appointed as judge of the 4th Circuit Court of Davidson County, to succeed Judge Muriel Robinson. HON. CAROL L. SOLOMAN presides over the newly-created 8th Circuit Court for the 20th Judicial District. She practiced law in Davidson County and surrounding counties for 19 years prior to taking the bench in September 1998 in Nashville, Tennessee. Judge Soloman's primary emphasis in her private law practice is family law and criminal law. She is a graduate of the Nashville School of Law. Judge Soloman received her undergraduate degree from Peabody College (now Vanderbilt University at Peabody). She is a member of the Nashville Bar Association, the Tennessee Judicial Conference and the Tennessee Association of Criminal Defense Lawyers and Lawyers Association for Women, of which she was a founding member. Judge Soloman is a former assistant district attorney general and initiated the original victim/witness grant in Tennessee. MODERATOR - MARK B. REAGAN is a member of the Nashville firm of Robinson, Reagan & Young, P.L.L.C., where his main areas of practice are corporate law, commercial law, civil litigation, collections, creditors' rights, personal injury and probate. Mr. Reagan is a previous lecturer for National Business Institute. He is a member of the State Bar of Georgia and the Nashville, Tennessee, Kentucky and American bar associations. He earned his B.A. degree from the University of Tennessee and his J.D. degree from Thomas M. Cooley School of Law.
