GEORGE A. DEAN is a partner with the Nashville law firm of Tune, Entrekin & White, P.C. He is recognized as an expert in the South on land use law. Mr. Dean has been involved in some extremely important land use (and other) cases at the trial and appellate court levels. He has principally written "Legal Aspects of Codes Administration", (Revised 2004). In 2009, Mr. Dean published the 2nd Edition of "Tennessee Zoning Boards: Practice and Procedure". He continues to concentrate in land use litigation, as well as other litigation. Mr. Dean earned his A.B. degree, cum laude, from Lafayette College and his J.D. degree from Vanderbilt University. He is a member of the Nashville, Tennessee and American bar associations, and the American Planning Association. SAMUEL H. EDWARDS is the executive director and chief legal counsel for the Greater Nashville Regional Council. He is a former transportation planner with the Tennessee Department of Transportation, former planning director for the Wilson County/Lebanon Planning Office and former regional planning director and deputy executive director of the Greater Nashville Regional Council. Mr. Edwards earned his B.S. degree from Middle Tennessee State University, his M.P.A. degree from the University of Tennessee, Knoxville and his J.D. degree from the Nashville School of Law. He is a member of the Nashville, Tennessee and American bar associations, and the American Institute of Certified Planners. WILLIAM L. PENNY is a partner in the Nashville law firm of Stites & Harbison, PLLC, where he practices in the area of environmental law. His environmental practice covers a wide range of environmental law at the state and federal levels, including natural resource law, remediation, negotiation with regulatory agencies in environmental matters, superfund litigation, RCRA matters, Brownfield redevelopment, wetlands, water quality, radiological waste and compliance, and air pollution control. Mr. Penny regularly counsels clients on compliance issues and represents businesses before state environmental boards, the Department of Environment and Conservation for permit appeals and matters before the U.S. Environmental Protection Agency. He has been involved in controversial land use developments where environmental issues were a major factor, and represents contractors, manufacturing companies, local governments and other individuals in environmental matters. Mr. Penny served as general counsel for the Tennessee Department of Health and Environment and, subsequently, the Department of Environment & Conservation for more than eight years. He is a frequent speaker at local, state and national seminars dealing with environmental law, and is an instructor of environmental law at the Nashville School of Law. Mr. Penny is the principal author of the book, "A Practical Guide To Tennessee Environmental Law". He is a member of the Nashville (founding chair, Environmental Law Committee), Tennessee (founding chair and serves on the Board of Directors, Environmental Law Section) and American (member, Energy, Environment and Natural Resources Section; Section Budget Officer and vice chair of the Book Board) bar associations. Mr. Penny earned his B.A. degree from the University of Tennessee at Knoxville and his J.D. degree from the Nashville School of Law.
