HON. BRIAN M. GIBBONS was elected to the position of judge of the Family Court Sixth Judicial Circuit. Prior to the bench, Judge Gibbons practiced in the areas of family law, criminal defense and personal injury for more than 12 years. Judge Gibbons is also certified as a family court mediator. He is the former city attorney for Chester and town attorney for both Fort Lawn and Great Falls, South Carolina. Judge Gibbons earned his B.S. degree in biology, cum laude, at The Citadel and his J.D. degree at the University of South Carolina School of Law. HON. JOSEPH W. McGOWAN III was elected to the position of judge of the Family Court Eighth Judicial Circuit, Seat 1, on February 10, 1999. He has served continuously since. Judge McGowan entered private practice in 1979 in Laurens, South Carolina. He also served as Commissioner of Public Works for Laurens, South Carolina. He earned his B.S. degree at Newberry College and his J.D. degree at the University of South Carolina School of Law. HON. DANA A. MORRIS was elected judge of the Family Court Fifth Judicial Circuit in February of 2008. Judge Morris entered private practice in 1983, concentrating his practice in the area of trial litigation in all courts with a heavy emphasis on family law. He earned his B.A. degree in history and anthropology at the University of South Carolina and his J.D. degree at the University of South Carolina School of Law. HON. ANGELA R. TAYLOR was elected judge of the Family Court Third Judicial District. Prior to the bench, Judge Taylor entered private practice in 1984 where she primarily handled family law cases. In 1985, she was employed as the first full time Family Court Assistant Solicitor for the Third Judicial Circuit. Judge Taylor earned her B.A. degree at the University of South Carolina and her J.D. degree at the University of South Carolina School of Law. She has been the recipient of numerous awards. HON. BILLY A. TUNSTALL JR. has served as the Family Court judge for the Eighth Circuit, Seat 3, since July of 1997. During his tenure on the Family Court bench, Judge Tunstall served as a regional vice president of the Family Court Judges Association. He earned his B.S. degree at Lander College and his J.D. degree at the University of South Carolina School of Law. Judge Tunstall entered private practice in 1980, and served as a member of the House of Delegates for the South Carolina Bar from 1991 to 1997, as well as the Resolution of Fee Disputes Board for the Eighth Circuit. He also served on the South Carolina Human Affairs Commission as a Board member from 1985 to 1988. MODERATOR - DR. JUDITH ANN WHITING is a sole practitioner in Columbia, where she practices in the areas of family and elder law. Dr. Whiting is a member of the National Academy of Elder Law Attorneys (NAELA), the South Carolina Chapter of NAELA, the South Carolina Trial Lawyers Association, and the South Carolina, Richland County and American bar associations. She also serves on the board of the South Carolina Gerontological Society. Dr. Whiting has published in professional peer-reviewed journals; has provided training at national conferences, seminars, and workshops; and is an adjunct faculty member in the USC College of Social Work, where she teaches research methods, practice evaluation, and data analysis. Dr. Whiting earned her B.A. degree from the College of Charleston, her M.S.W. and M.P.H. degrees from the University of South Carolina, her Ph.D. degree in social work research and statistics from the University of Maryland, and her J.D. degree from the University of South Carolina School of Law.
