SAMUEL W. HOWELL IV is a partner in the Charleston law firm of Howell Linkous & Nettles, LLC, where he practices in the areas of municipal bonds and local government law. He has lectured to various professionals on municipal law. Mr. Howell earned his B.A. degree from the University of the South and his J.D. degree from the University of South Carolina. He is a former Charleston county attorney. Mr. Howell is a member of the Charleston County Bar Association, the South Carolina Bar and the National Association of Bond Lawyers.
