KIMBERLY KELLEY BLACKBURN is an attorney with the law offices of Childs & Halligan, P.A., where she works primarily in school law, with an emphasis on special education, disability law, student matters, and litigation. She earned her B.S. degree, cum laude, in elementary education, from the College of Charleston, and her J.D. degree from the University of South Carolina. While in law school, she was an associate editor-in-chief of The South Carolina Law Review, Volume 56. Ms. Blackburn also earned her M.S.P. from the University of South Carolina Arnold School of Public Health in speech-language pathology and has a certificate on long-term rehabilitation of communication of brain injured patients. As a speech pathologist, she worked in public schools, health care facilities, and a non-profit clinic. As an attorney, Ms. Blackburn lectures frequently and provides in-service training on school law matters, particularly matters involving special education law. She is a member of the South Carolina Bar, NSBA Council of School Attorneys, SCSBA Council of School Attorneys and the Richland County Bar. KATHRYN LONG MAHONEY is a partner with the Columbia law offices of Childs & Halligan, P.A., where her areas of practice include all areas of school law, with an emphasis on employment, special education, litigation, student matters and policy development. Ms. Mahoney lectures frequently and provides in-service training for administrators and teachers in many subjects, including employment matters, sexual harassment, special education and student constitutional issues. She earned her B.A. degree from Emory University and her J.D. degree from the University of South Carolina. Ms. Mahoney is a member of the South Carolina Bar and the NSBA Council of School Attorneys. JOHN M. REAGLE is a shareholder with Childs & Halligan, P.A., where he works primarily in the areas of complex litigation; special education; appellate practice; and federal regulation, especially Titles I, VI, VII, IX, and other civil rights statutes. He has been involved in litigation before the South Carolina Supreme Court on charter school, student discipline, school finance, and constitutional law cases and litigation, as well as before the South Carolina federal courts on special education, civil rights, and constitutional matters. Mr. Reagle also provides special education, Section 504, and Title IX administrators with legal advice on matters before they become administrative claims. He earned his B.A. degree, with distinction, from the University of Wisconsin-Madison and his M.A. and J.D. degrees, with honors, from Duke University. Mr. Reagle is a member of the Richland County and American bar associations, the South Carolina Bar, the North Carolina State Bar, the South Carolina Federal Bar Association, NSBA Council of School Attorneys, and the SCSBA Council of School Attorneys. VERNIE L. WILLIAMS is a partner with the law offices of Childs & Halligan, P.A. in Columbia. Mr. Williams works in all areas of school law, with a current emphasis on student discipline, special education, personnel and all types of litigation. He has handled numerous student discipline hearings held before hearing officers and/or school boards and provided advice to school districts in addressing the needs of special education students. He also has handled several special education due process hearings. Based on his experience as a prosecutor, Mr. Williams has assisted school districts in many matters involving criminal charges brought against district employees. He has handled teacher dismissal hearings before school boards and has successfully defended school districts in jury trials for claims brought on such matters as student assaults. Mr. Williams earned his B.A. degree from Clemson University and his J.D. degree from the University of South Carolina School of Law. Mr. Williams is a member of the South Carolina Bar, NSBA Council of School Attorneys, SCSBA Council of School Attorneys and the Richland County Bar.
