ROSS APPEL is a land use associate with White & Smith, LLC. He also has worked with local governments around the country on matters related to takings, military encroachment, transferable development rights, aesthetic controls, preemption, development agreements and impact fees. JOHN DeLOACHE is a staff attorney with the South Carolina Association of Counties (SCAC) in Columbia. SCAC provides program and legal assistance to the state's 46 counties. Mr. DeLoache graduated from USC School of Law. He earned his master's degree from the University of Tennessee School of Architecture. Mr. DeLoache completed his undergraduate degree from Winthrop University. He is a member of the Board of Directors of Children's Chance, a South Carolina pediatric cancer charity. MELINDA A. LUCKA is of counsel with Finkel Law Firm LLC, where her main areas of practice are local government law, zoning variances, rezoning requests, and appeals of zoning decisions, planned development representation, land subdivision and development issues, general development representation, homeowner association disputes, environmental permitting and appeals of coastal and wetlands issues, preservation and environmental protection of land, boundary disputes, construction litigation, condemnations and inverse condemnations/takings, complex personal injury claims, and wills and probate. Ms. Lucka is qualified as expert witness in zoning and land use law. She is a member of the adjunct faculty at the College of Charleston, having taught Land Use Law in the Political Science/Urban Studies department since 1994. Ms. Lucka has written local government zoning ordinances, and has contributed to the drafting and preparation of comprehensive plans for several cities and counties in South Carolina. She is a member of the South Carolina Bar (Continuing Legal Education Seminar committee), Charleston County Bar Association, South Carolina Municipal Attorneys Association, South Carolina-American Planning Association (SCAPA), American Planning Association-Land Use Law Division, Harmony Project Board of Directors (a non-profit organization emphasizing neighborhood revitalization and sustainability - past chair) and Charleston Promise Neighborhood Working Group Committee. Ms. Lucka earned her B.A. degree from the University of South Carolina and her J.D. degree from Cumberland School of Law, Samford University. TYSON SMITH is employed with White & Smith, LLC. He is a former planner and currently consults with and provides legal counsel to local governments in South Carolina and around the country on matters related to land use planning and law. Mr. Smith also is a certified civil court mediator and represents individual clients in development agreement negotiations. DAVIS WHITFIELD-CARGILE has practiced at the South Carolina Department of Health and Environmental Control, where he is a staff attorney. He primarily handles Ocean and Coastal Resource Management matters, providing counsel to the department and representing the department in matters before circuit court, the Administrative Law Court, the South Carolina Court of Appeals and the South Carolina Supreme Court. Mr. Whitfield-Cargile earned his J.D. degree from the University of Colorado Law School in Boulder, Colorado, where he graduated in the top ten percent and was inducted into the Order of the Coif. He is a member of the South Carolina Bar.
