ROBERT H. HUMPHREY has more than 18 years experience in the general practice of law. Mr. Humphrey has represented numerous clients in criminal defense matters ranging from capital offenses to simple misdemeanors and traffic violations. From April of 1994 to January of 2008, Mr. Humphrey was the assistant solicitor for the town of Little Compton. From December of 2002 to January of 2005, he was the assistant solicitor for the town of Portsmouth. From December of 2003 to November of 2005, Mr. Humphrey served as the municipal court judge for the town of Tiverton. Since August of 1996, he has served as a Newport County bail commissioner. In July of 2006, he was appointed by Governor Carcieri to serve on the Sex Offender Board of Review. From October of 1994 to the present, Mr. Humphrey has published 13 articles, six of which articles he has co-written, in the Rhode Island Bar Journal. His litigation experience, authorship and lecturing has made him a recognized leader in both civil and criminal matters. Mr. Humphrey earned his B.A. degree from Hartwick College and his J.D. degree from Franklin Pierce Law Center. BROOKS R. MAGRATTEN is a partner with Pierce Atwood LLP, practicing in the areas of commercial, insurance and products liability litigation. Mr. Magratten is the Northeast regional director of the Defense Research Institute and former chair of its Life, Health & Disability Insurance Committee. He also is a member of the FDCC, IADC and ADTA. Mr. Magratten is a former chair of the Federal Bench/Bar Committee of the Rhode Island Bar Association, is the president-elect of the Federal Bar Association (Rhode Island Chapter) and a fellow of the Rhode Island Bar Foundation. Mr. Magratten is the president of the Defense Counsel of Rhode Island. He earned his B.A. degree from Hamilton College, his J.D. degree from Dickinson School of Law and his M.B.A. degree from Bryant College. Mr. Magratten is an adjunct professor at Roger Williams Law School and the editor of the ABA's ERISA Survey of Federal Circuits . MARK B. MORSE, principal of the The Law Office of Mark B. Morse has more than 25 years of experience as a member of both the Rhode Island and Massachusetts Bars. He has practiced law in virtually all forums in Rhode Island and Massachusetts, including handling cases before the Rhode Island Supreme Court, Massachusetts Appeals Court, the superior and district trial courts in both Rhode Island and Massachusetts, and the federal district and bankruptcy courts in Rhode Island and Massachusetts. Additionally, Mr. Morse has written and argued appeals to the United States 1st Circuit Court of Appeals, and is a member of the United States Supreme Court. He concentrates his practice by primarily assisting individuals and small businesses. Mr. Morse maintains a litigation oriented firm, and works toward achieving successful and speedy results for those who are injured, facing domestic problems, and engaged in commercial disputes. He has participated in leading cases in the State of Rhode Island including in the area of medical malpractice, construction disputes, and insurance subrogation. Mr. Morse graduated from the University of Rhode Island and the New England School of Law where he served as research editor of the New England Law Review. Upon graduation, he served as a law clerk to the Rhode Island trial court bench for the superior, family, and district court judiciary. Mr. Morse has served on the board of governors for American Association for Justice (formerly ATLA) and is currently a member of its Elections Committee. He also serves on the board of governors for the Rhode Island Association for Justice (formerly RI Trial Lawyers Association), is its past president (2001-2002) and is the editor for its journal, the RI Association for Justice Newsletter. Mr. Morse is a member of the Rhode Island Bar Association Superior Court Bench Bar Committee, and served as its chairperson. He also chaired the subcommittee to review and revise the Rhode Island Civil Rules of Procedure enacted June 15, 2006. Mr. Morse is co-editor of MCLE's Discovery and Deposition Practice, RI Series. He is a frequent lecturer, and a member of the RI Bar Association House of Delegates, Family Court Bench Bar Committee, and the Federal Bench Bar Committee. Mr. Morse is legal counsel to Defenders of Animals, The Friends of the Music Mansion, and The Feinstein Foundations.
