PETER W. MILLER is a partner at the law firm of Weinstein-Bacal & Miller, P.S.C., where he mainly practices in the areas of commercial litigation, concentrating in construction litigation and arbitration. Mr. Miller has successfully participated in many seven-figure arbitration and litigation cases directly related to the construction industry in both the local and federal courts. He also practices in the specialized area of the Puerto Rico Dealer's Act, 10 L.P.R.A. §278, et seq., and the Puerto Rico Salesperson's Act, 10 L.P.R.A. §279, et seq., litigating for both plaintiffs and defendants. He is currently an adjunct professor of law at the University of Puerto Rico. Mr. Miller is admitted to the Commonwealth Court of Puerto Rico, the U.S. District Court for the District of Puerto Rico and the 1st Circuit Court of Appeals. He is a member of the General Contractors' Association of America, the Federal Bar Association and the Puerto Rico Bar Association. Mr. Miller is fluent in both English and Spanish. He earned his B.A. degree from the University of Michigan at Ann Arbor and later joined the United States Navy, serving our nation as a Surface Warfare Officer from 1984 to 1992. During that time, he served on the USS Ainsworth (FF-1090) and the USS Dale (CG-19), among many postings. After retiring from the Navy, he then went on to earn his J.D. degree from the University of Puerto Rico School of Law, where he was a member of the Law Review. STUART A. WEINSTEIN-BACAL is the founder of Weinstein-Bacal & Miller, P.S.C., where he concentrates his practice in construction law. He has lectured on construction law for various professional organizations. Mr. Weinstein-Bacal was trained as an early neutral evaluator for the U.S. District Court for the District of Puerto Rico. He co-wrote "Construction in Puerto Rico: Navigating the Legal Quagmire," in the Spring 2002, Revista Juridica of the University of Puerto Rico School of Law. He is currently an adjunct professor of law at the University of Puerto Rico. Mr. Weinstein-Bacal is president of the Caribbean Region Advisory Council and a member of the Panel of Arbitrators of the American Arbitration Association. He is also a member of the American, Federal, Inter-American and Puerto Rico bar associations, and The District of Columbia, Puerto Rico, Virginia State and Virgin Island bars. He received his B.A. and M.Ed. degrees from the University of Virginia, attended the Stanford University School of Law and received his J.D. degree, cum laude, from the University of Miami.
