CHARLES L. CONSAGRA is a partner in the law firm of Needle, Goldenziel, Pascale & Consagra, P.C., where he specializes in the field of administrative law with primary specialty in the areas of workers' compensation, Social Security, and unemployment compensation. He has published several articles in the area of workers' compensation, Social Security and ethics, as well as presenting seminars for National Business Institute and to the Department of Public Welfare Disability Advocates Personnel. Since 1978, Mr. Consagra has been a part-time faculty member at Keystone College as an instructor in the areas of education, behavioral sciences, criminal justice and business law. Mr. Consagra also is an instructor in business for graduate students through Marywood University. He earned his B.A. degree, magna cum laude, from the University of Scranton, and his Master of Divinity and Master of Science degrees from Marywood University. ROBERT N. GAWLAS JR. is a partner in the litigation department at Rosenn Jenkins & Greenwald LLP. He chairs the firm's workers' compensation group. For more than 20 years, Mr. Gawlas has represented clients in a variety of workers' compensation, insurance, construction, commercial litigation, and environmental law matters. He is a regular speaker to both bar association and business and professional groups, and he is frequently called upon to provide information on the latest legal developments in the areas of construction law, workers' compensation issues, and environmental law. Mr. Gawlas is a member of the Pennsylvania Bar Association and the Wilkes-Barre Law & Library Association, where he serves on the Local Rules and Environmental Law Committees. He also is a member of the Dartmouth Lawyers Association. Mr. Gawlas is currently the board chairman of the American Red Cross, Wyoming Valley Regional Chapter, where he has served as a long-time member of the Board and Executive Committee and has held several leadership positions. He earned his A.B. degree from Dartmouth College and his J.D. degree, cum laude, from Dickinson School of Law. JOSHUA B. GOLDBERG is an attorney in the Pocono Summit office of Merwine, Hanyon & Kaspszyk, LLP, where he has more than 12 years experience handling Pennsylvania workers' compensation claims. He concentrates his practice in the areas of workers' compensation, personal injury and general litigation. Mr. Goldberg has handled all aspects of workers' compensation matters; including throughout the appeals process as both a claimant's attorney and a defense attorney for various insurance carriers. He also has handled a variety of personal injury matters ranging from motor vehicle accidents to slip and falls to dog bites. Mr. Goldberg's general litigation experience has taken him to numerous arbitrations and trials. He also has argued on several occasions before the Pennsylvania Commonwealth and Superior Courts. Mr. Goldberg co-authored the book: What Every Pennsylvania Worker Needs to Know About Workers' Compensation and was a contributor to the following books: 10 Biggest Secrets to Winning Your Pennsylvania Car Accident Case, What Every Woman in Pennsylvania Should Know About Divorce and The Men's Book: Divorce in Pennsylvania. He earned his B.A. degree from Allegheny College and his J.D. degree from Widener University School of Law. Mr. Goldberg was named a 2011 Super Lawyers Rising Star. WILLIAM J. HALL JR. is a sole practitioner in Dunmore, Pennsylvania. Mr. Hall is a former workers' compensation judge, practicing attorney and trained mediator. He served as a Pennsylvania Workers' Compensation Judge (WCJ) for more than 15 years and has more than 25 years experience in workers' compensation matters. While a WCJ, he instituted many innovative techniques and was a pioneer in the mediation of workers' compensation cases. As a practicing attorney, he has represented both injured workers and employers in workers' compensation cases. Mr. Hall has spent his entire professional career in the adjudication and resolution of workers' compensation disputes. He also is the founder, owner and primary mediator for Hall Mediation Services. Mr. Hall is a graduate of the University of Scranton, magna cum laude, and The Dickinson School of Law.
