GREGORY M. FLISZAR is a member in the business law department of Cozen O'Connor, where he focuses his practice on health law and handles a variety of health law litigation, regulatory and compliance matters. Mr. Fliszar is admitted to practice in Pennsylvania. He is a former member of the boards of directors of the AIDS Law Project of Pennsylvania and ALFA, an HIV/AIDS service organization in Hickory, N.C. Mr. Fliszar was named a Pennsylvania "Super Lawyer Rising Star" for Health Care in 2005, 2006 and 2010. He earned his master’s degree and his Ph.D. degree from Texas Tech University and earned his Bachelor of Arts degree from the University of Notre Dame. Mr. Fliszar earned his law degree, summa cum laude, from the University of Pittsburgh School of Law, where he was research editor of the University of Pittsburgh Law Review, a member of the Order of the Coif, recipient of the David Stahl Memorial Award, and earned a Certificate of Advanced Study in Health Law.
KATHERINE M. LAYMAN is a member of Cozen O'Connor and practices in the health law practice group in Philadelphia. Her practice includes compliance and regulatory advice, often in connection with ongoing litigation or transactions, for a variety of health care providers, including hospitals, long term care providers, hospices, mental health providers, physicians and physician groups, clinical laboratories, and pharmacies, including Internet pharmacies, as well as medical device manufacturers. Ms. Layman has written and spoken about HIPAA and privacy issues and provides compliance counsel to a variety of firm clients on privacy, security and the developing issue or electronic health records. She counsels long term care providers, including nursing homes, assisted living facilities and continuing care communities on survey, licensure and other compliance issues. For other clients, Ms. Layman provides regulatory, licensure and credentialing, and fraud and abuse guidance, with a particular focus on the operation of Medicare, Medicaid and other third party reimbursement programs. She is a member of the Health Law Sections of the Pennsylvania Bar Association and the American Bar Association, as well as the National Health Lawyers Association. She served on the Pennsylvania Health Care Association's Lawyers in Long Term Care Specialty Council and on the Act 142 Advisory Committee to the Pennsylvania Department of Public Welfare Bureau of Hearings and Appeals. Ms. Layman earned her B.A. degree, with distinction, from the University of Michigan and her J.D. degree, cum laude, from Temple University School of Law, where she served on the Temple Law Review. Upon graduation from law school, Ms. Layman served as a law clerk to the Hon. James M. Kelly of the U.S. District Court for the Eastern District of Pennsylvania. She is admitted to practice in Pennsylvania, and before the Supreme Court of Pennsylvania and the U.S. District Court for the Eastern District of Pennsylvania.
SALVATORE G. ROTELLA JR. is a member of Cozen O' Connor, where he practices in the health law practice group of the Philadelphia office. He handles a variety of health law litigation, regulatory and compliance matters. Mr. Rotella has represented health systems, hospitals, and other providers in class actions and in disputes with managed care payers, including large cases involving reimbursement for out-of-network services and outlier payments. He also has advised providers in connection with government enforcement efforts and corporate integrity agreements, and conducted internal investigations. Mr. Rotella frequently represents behavioral health care providers in particular. Prior to joining Cozen O'Connor, he worked as chief compliance officer and regulatory counsel for the District of Columbia's Department of Mental Health, where he advised the agency on compliance and other legal issues, including its participation in the Medicare and Medicaid programs. Mr. Rotella began his legal career as a judicial clerk to the Hon. Boyce F. Martin, Jr. of the U.S. Court of Appeals for the 6th Circuit. He also has served as a trial attorney in the Commercial Litigation Branch of the U.S. Department of Justice and as an associate with the Washington office of Covington & Burling. At the Department of Justice, Mr. Rotella worked in the fraud section, focusing on civil prosecutions of health care fraud. At Covington & Burling, he handled complex commercial litigation matters and provided regulatory advice, again with an emphasis on the healthcare industry. Mr. Rotella earned his B.A. degree, magna cum laude, from Harvard University and his J.D. degree, cum laude, from the University of Pennsylvania Law School. He is admitted to practice in the District of Columbia and Pennsylvania. JEROLD E. ROTHKOFF is a practicing New Jersey and Pennsylvania attorney and is the principal of the Law Offices of Jerold E. Rothkoff, where he dedicates his practice to serving clients in the areas of elder law, life care planning, asset protection, veterans benefits, estate planning, and long-term care advocacy. Mr. Rothkoff has been, and continues to be, an outspoken advocate for the rights of the elderly and disabled. He writes for and gives presentations regularly to attorneys and other professionals about elder law. Mr. Rothkoff is a frequent lecturer, speaker, and author for the Pennsylvania Bar Institute and the New Jersey Institute for Continuing Education, as well as non-profit and professional organizations. He is the former co-host of SeniorTalkRadio on AM 860 WWDB. Mr. Rothkoff has made numerous other radio and television appearances in which he discussed legal rights of the elderly. He is the author and founder of the Rothkoff Quarterly, a newsletter of current news and issues concerning the elderly and disabled. Mr. Rothkoff also is the author and editor of the South Jersey Guide to Senior and Disability Resources, as well as co-editor of Law Points for Senior Citizens, published by the New Jersey State Bar Foundation and the New Jersey Department of Community Affairs Division on Aging, 2003 Edition. He is the immediate past chair of the New Jersey Bar Association Elder and Disability Law Section, as well as a member of the Pennsylvania Bar Association Elder Law Section and the National Academy of Elder Law Attorneys. Mr. Rothkoff is a graduate of Syracuse University. He obtained his Juris Doctor degree from the Widener University School of Law, and then began work at a Philadelphia, Pennsylvania law firm. In February 2000, he opened his own elder law practice. LAWRENCE J. WEINSTEIN is a partner in the Ardmore law firm of Silver & Silver. Mr. Weinstein focuses his practice in social security disability, and also concentrates in short and long term disability, veterans' benefits, and workers' compensation issues. He has previously lectured for the National Organization of Social Security Claimants’ Representatives, Montgomery County Bar Association, and Delaware County Bar Association. He also is a frequent lecturer for various health groups for individuals with impairments, such as the Epilepsy Foundation of Eastern Pennsylvania. Mr. Weinstein earned his B.A. degree from Pennsylvania State University and his J.D. degree from Villanova University Law School. He is a member of the Pennsylvania Bar Association, Delaware County Bar Association, and NOSSCR. Mr. Weinstein has been named a "Rising Star Super Lawyer" for five years and also is a campaign manager for a Pennsylvania state representative.
