WILLIAM F. HOFFMEYER is senior partner in the law firm of Hoffmeyer & Semmelman LLP, concentrating his practice on real estate and zoning law, corporate law, estate planning and probate law, and elder law. Mr. Hoffmeyer also acts as an expert witness throughout Pennsylvania on matters pertaining to real estate law, including attorney and title insurance agent malpractice. He has spoken for the Pennsylvania Bar Institute, the Pennsylvania Bankers Association, the Pennsylvania Land Title Institute, various boards of realtors, and for various bar associations on real estate law and the unauthorized practice of law. Mr. Hoffmeyer wrote The Abstracters Bible, Contracts of Sale for Real Estate and How to Plot a Deed and Settlement Procedures Manual. He is a past adjunct professor on real estate law at York College of Pennsylvania and past adjunct professor for the paralegal program on real estate law at Penn State University, York Campus. Mr. Hoffmeyer is a member of the York County (former chairman, Continuing Legal Education Committee; current chairman, Unauthorized Practice of Law Committee), Pennsylvania (chairman and co-chairman, Unauthorized Practice of Law Committee; past chairman, Mechanics' Lien Law Committee and Marketable Title Committee of the Real Property Section) and American bar associations, and the American College of Real Estate Lawyers. He earned his A.B. degree from Franklin and Marshall College and his J.D. degree from The Dickinson School of Law. NEELY E. MEALS is an attorney in the law firm of Reager & Adler, P.C., where she focuses her practice in residential and commercial real estate, estate planning, elder law, and business law. As a member of the estate planning and elder law team, her focus has been to develop a comprehensive model for the firm's life plan portfolio. She also is recognized as the public face of Reager & Adler's Estate and Elder Care practice areas. Ms. Meals earned her B.S. degree from Pennsylvania State University and her J.D. degree from The Dickinson School of Law of the Pennsylvania State University. She is a member of the Pennsylvania, Cumberland County, and Dauphin County bar associations, and the Harrisburg Young Professionals. DAVID J. TSHUDY is of counsel in the real estate practice group of Pepper Hamilton LLP, resident in the Harrisburg office. Mr. Tshudy concentrates his practice in the areas of real estate, land use and land development. He is experienced in all aspects of real estate development and transactions. In 2001, Mr. Tshudy was appointed assistant counsel to the Pennsylvania Legislative Reapportionment Commission, where he worked closely with the chairman of the Commission and leading members of the Pennsylvania General Assembly. He earned his B.A. degree, cum laude, from Wagner College and his J.D. degree from Dickinson School of Law. Mr. Tshudy is admitted to practice in Pennsylvania, as well as before the U.S. District Courts for the Eastern and Middle districts of Pennsylvania. He regularly lectures and writes on real estate-related matters. Mr. Tshudy is a member of the Pennsylvania, Lebanon County, and Dauphin County bar associations.
