MARK B. COMSTOCK is a shareholder and officer in the Salem law firm of Garrett Hemann Robertson, P.C., where his areas of practice include school law, business law, corporate law, civil litigation and bankruptcy law. He previously has spoken for various professional groups on the topics of school law, special education and debtor/creditor law. Mr. Comstock earned his B.A. degree from the University of Oregon and his J.D. degree from Willamette University. He is a member of the Marion County and American bar associations, the Oregon State Bar (member, Debtor/Creditor Section and Business Litigation Section), the National Council of School Attorneys and the Oregon Council of School Attorneys. REBEKAH R. JACOBSON is an attorney at the law office of Garrett Hemann Robertson, P.C., where she provides counseling and litigation services to school districts, ESDs and community colleges on a wide range of matters including employment law and labor issues, and constitutional and personal injury claims. Ms. Jacobson brings an in-depth knowledge of the state's school systems having worked as an attorney for the Oregon School Boards Association. She provides training on topics such as staff-student inappropriate relationships, Title IX, bullying, sexual harassment, public meetings and public employee ethics. Ms. Jacobson is experienced in addressing requirements related to educational employee sexual misconduct having developed a tool kit in association with the OSPA and EdZapp, as well as being versed in investigations surrounding workplace discrimination claims and parent complaints. Prior to her work as an attorney for the Oregon School Boards Association, Ms. Jacobson was a legislative assistant to U.S. Congressman Blumenauer. During school, she was the associate editor for the Oregon Law Review, and was published in Journal of Environmental Law and Litigation. Ms. Jacobson joined the firm as an associate in 2010. She earned her B.A. degree from Willamette University and her J.D. degree from the University of Oregon School of Law. Ms. Jacobson is admitted to practice by the Oregon State Bar and before the U.S. District Court for the District of Oregon. She is a member of the Oregon State Bar, Marion County Bar Association and Council of School Attorneys. NAOMI LEVELLE-HASLITT is an attorney at Miler Nash LLP in the firm's employment law and labor relations and education law practice groups. Ms. Levelle-Haslitt's practice includes litigation and advice and counsel on a broad range of employment matters. Her experience includes jury trial work, ERISA litigation, advice concerning all aspects of employment law, and work in collective bargaining and related labor relations matters. Ms. Levelle-Haslitt is admitted to practice in Oregon, and is a member of the Oregon State Bar Association and the Federal Bar. She is also a member of the Oregon Minority Lawyers Association, Oregon Women Lawyers, and the Multnomah and American bar associations. Ms. Levelle-Haslitt has advised clients on all types of employment matters, including classification of workers, leaves of absence, reductions in force, disciplinary issues and discrimination/retaliation issues. She also has significant employment litigation experience in state and federal court, including trial experience. MICHAEL PORTER is an attorney in the Portland law firm of Miller Nash LLP's labor and employment and education law practice groups. His practice focuses on serving public school districts, private schools and higher education institutions on issues involving labor and employment, student rights and discipline, alternative education programs, and federal and state regulatory compliance. He also works with private employers in all areas of labor and employment law. Mr. Porter regularly advises clients in these areas and represents clients in federal and state court, as well as in mediations and arbitrations. He is a frequent speaker on topics related to his areas of practice. He earned his B.S. degree from Kansas State University, his J.D. degree from the University of South Carolina, where he was Order of the Coif and member of the National Moot Court Team, and his M.Ed. degree from the University of South Carolina. Mr. Porter is a member of the Oregon State Bar, the American Bar Association, the National Council of School Attorneys, the Oregon Council of School Attorneys and the National Association of College and University Attorneys.
