TIMOTHY C. DOWD is an attorney at Elias, Books, Brown & Nelson, P.C., where his primary areas of practice are oil and gas law, including the rendering of title opinions, litigation and drafting, and negotiation of industry contracts. He has vast experience in oil and gas title examination, transactions and civil litigation representing oil, and gas clients for more than 25 years. Mr. Dowed has represented international and independent oil and gas companies and individuals. Additionally, he has been a noted lecturer at over 100 seminars and CLE presentations. Mr. Dowd has written numerous articles for publication some of which include; "Oklahoma Oil and Gas Title Law - A Review of Fifty Common Title Issues" Landman (November 2007) and "Preferential Rights to Purchase in Oil and Gas Package Sales," 77 Okla. B. J. 2459 (September 2, 2006). He also is the author of the chapter on "Oil and Gas Titles" in West Publishing Company's Oklahoma Real Estate Forms and Practice. Mr. Dowd is a past president of the Oklahoma City Mineral Lawyers Society, as well as past chairman of the Oklahoma Bar Association Mineral Law Section. He is a member of the legal committee of Interstate Oil and Gas Compact Commission, the Advisory Counsel to the Marginal Well Commission of Oklahoma and the Oklahoma State University-Oklahoma City Advisory Committee for the Center for Environment and Energy. In addition, Mr. Dowd is a member of the Oklahoma Bar Association, Mineral Lawyers Society of Oklahoma and the Oklahoma City Real Property Lawyers Association. He earned his B. A. degree from the University of Oklahoma and his J.D. degree from the University of Tulsa College of Law. WILLIAM L. HUMES is an assistant attorney general and chief of the Public Utilities Unit at the State of Oklahoma Office of the Attorney General. He has served in the Attorney General's Office since 1993 and currently supervises the Public Utility Unit, which is responsible for representing the collective interests of Oklahoma utility consumers in rate-related proceedings before state administrative agencies and state and federal courts. Prior to Mr. Humes move to the Public Utilities Unit he worked in the Capital Appeals Division for the Attorney General's Office representing the state of Oklahoma in death penalty cases in the state and federal courts. He has previously worked for the Oklahoma Department of Human Services as a social worker and a vocational rehabilitation counselor. Mr. Humes earned his B.M.E. and M. Ed. degrees from the University of Central Oklahoma, and his J.D. degree, magna cum laude, from Oklahoma City University. JAMES D. TACK JR. is a partner with the Oklahoma City firm of Robertson & Williams. He has more than 33 years of representation of major and independent oil and gas exploration companies, mineral and royalty owners. Mr. Tack's primary practice includes, oil and gas law, all types of oil and gas title opinions, due diligence review for acquisitions; acquisition and divestiture of oil and gas properties; advise concerning oil and gas operations and contracts; mining; commercial transactions and contracts. He is admitted to practice in the state of Oklahoma, and before that U.S. District Court for the Western District of Oklahoma and the 10th Circuit Court of Appeals and Mr. Tack is a member of the Oklahoma Bar Association, Oklahoma County Bar Association, American Bar Association, Oklahoma City Mineral Lawyers and the Rocky Mountain Mineral Lawyers Association. He earned his B.S. degree from Cornell University and his J. D. degree, cum laude, from Washburn University Law School. CHERYL A. VAUGHT is an attorney with and manager of Vaught & Conner, P.L.L.C. in Oklahoma, where her practice primarily concentrates on energy and public utility law. In addition, she has represented clients in both state and federal courts. Ms. Vaught's practice also includes broad-ranging services for non-profits and human resources law. Representing clients in all stages of the permitting, regulatory and litigation process, she has represented a variety of energy clients, including independent power producers, wind developers, cogeneration facilities and independent transmission companies. Ms. Vaught has extensive experience with transactions with utilities, including rate cases, power purchase agreements, contract negotiations, settlement proceedings, resource planning and interconnection agreements. She currently serves on the board of directors of the Federation of State Medical Boards, The State of Oklahoma Board of Osteopathic Examiners, Leadership Oklahoma City, Arts Council of Oklahoma City and MAP International. Ms. Vaught earned her J.D. degree from the University of Oklahoma College of Law. GLENN M. WHITE is a partner in the firm of Mullins, Hirsch, Edwards, Heath, White & Martinez, P.C. His practice primarily involves the representation of oil and gas operators and producers in a wide variety of litigation including ownership and contract disputes, environmental and pollution matters, gas transportation and marketing disputes, and royalty owner cases, including the defense of class actions. Mr. White also handles other complex litigation in the areas of commercial, insurance, and construction law. He is a member of the Oklahoma, Oklahoma County, American, Federal and Energy bar associations, as well as the Oklahoma City Mineral Lawyers Society. Mr. White has been admitted to practice law in the state of Oklahoma and before the U.S. District courts for the Western District of Oklahoma and the Southern District of Texas, and the U.S. Court of Appeals for the 10th Circuit. He also serves as a Master in the Ruth Bader Ginsburg American Inn of Court.
