LAURA G. ANTHONY is a partner in the education group of Bricker & Eckler LLP. Her education practice emphasizes issues involving special education, student discipline, pupil personnel and employment law. Ms. Anthony advises boards of education, county boards of developmental disabilities, and other public entities on issues arising under various state and federal laws and regulations, including the Individuals with Disabilities Education Act, the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, the Family Educational Rights and Privacy Act, and the Family and Medical Leave Act. In addition, she defends school districts and other public entities against employment discrimination claims and other administrative and judicial actions. Ms. Anthony's special education practice includes counseling school districts on special education issues, training staff, attending IEP meetings and mediation sessions, representing school districts in due process hearings and related litigation, and responding to special education complaints. She advises school districts on student issues regarding custody, residency, discipline, tuition, transportation, athletic participation and constitutional rights. Ms. Anthony is a public speaker on a wide variety of legal topics for education-related organizations including the Buckeye Association of School Administrators, the Ohio School Boards Association, the School Study Council of Ohio, the Ohio Association of Supervisors and Coordinators for Exceptional Students, Ohio Association for Career and Technical Education, as well as numerous special education regional resource centers, educational service centers and school districts throughout Ohio. She currently serves as board designee for student disciplinary appeal hearings and has served as a Judicial Law Clerk to Judge Thomas F. Bryant of the Third District Court of Appeals. Ms. Anthony earned her B.A. degree and her J.D. degrees from The Ohio State University. JEREMY J. NEFF is an attorney with Ennis Roberts & Fischer Co., L.P.A., where he assists clients with a variety of education law issues including special education, student discipline and labor and employment matters. Mr. Neff is a frequent presenter on special education law and has assisted numerous school districts throughout Ohio in both defending against parent-filed due process complaints and in filing due process complaints against parents. He has also assisted districts in responding to disability discrimination complaints filed with the Ohio Department of Education and the U.S. Office of Civil Rights. Mr. Neff earned his B.S. degree in secondary education, summa cum laude, from Bowling Green State University and his J.D. degree, summa cum laude, from the University of Cincinnati. Before becoming an attorney with Ennis Roberts & Fischer, Mr. Neff was a high school social studies teacher and coach for several years and served as the firm's law clerk. He is a member of the Ohio State and Cincinnati bar associations.
