JULIA B. CARNEY is an attorney with Manley Burke, LPA. Ms. Carney practices primarily in the areas of land use planning, zoning, eminent domain and local government law. Prior to joining Manley Burke, LPA, she was an Assistant City Solicitor for the City of Cincinnati. Ms. Carney earned her undergraduate degree from the College of Design, Architecture, Art and Planning at the University of Cincinnati and her law degree from the Chase College of Law at Northern Kentucky University. Prior to and during law school, she was a city planner for governmental entities in Ohio and Kentucky. DIANA R. CHRISTY is counsel with the Cincinnati office of Frost Brown Todd, LLC, where she practices in all areas of environmental law, with a focus on regulatory counseling to business and industry. Ms. Christy routinely advises buyers, sellers and lenders on environmental due diligence in real estate transactions and business acquisitions. Ms. Christy often counsels clients on solid and hazardous waste management issues. In addition, she assists clients with the development and implementation of environmental, health and safety programs to meet EPA, OSHA, DOT and other regulatory requirements. She is a member of the Ohio State, Cincinnati and American bar associations. Ms. Christy earned her B.A. degree from the University of North Carolina at Wilmington and her J.D. degree, magna cum laude, from Salmon P. Chase College of Law. JAMES A. MATRE is a partner in the law firm of Matre, Matre & Byke Co., LPA. Mr. Matre practices in the areas of real estate law and community association law through representation of individuals, developers, builders and condominium and homeowner associations. He is the Vice President and Chief Counsel with First Title Agency, Inc. Mr. Matre is a frequent lecturer at business and real estate law classes at the University of Cincinnati, as well as for the Community Association Law Seminar, the Cincinnati Bar Association, the Cincinnati Board of Realtors and the Ohio Bar Title Insurance Company. He is a member of the Ohio State, Kentucky and Cincinnati bar associations, the Cincinnati Homebuilders Association, the Ohio Land Title Association, the Southern Ohio Land Title Association and the Community Associations Institute. Mr. Matre earned his B.A. degree from the University of Dayton and his J.D. degree from the University of Cincinnati School of Law. DONALD J. MOONEY JR. is a partner in the Cincinnati law firm of Ulmer & Berne LLP, where his main areas of practice are litigation, antitrust and trade regulations, labor and employment, zoning, planning, and land use. Mr. Mooney received his B.A. degree, cum laude, from the University of Notre Dame and his J.D. degree, with honors, from the University of Cincinnati, where he was Order of the Coif. He is a member of the Ohio State and American bar associations (member, sections of Antitrust Law, Litigation and Labor Law) and former member and Chairman of the Cincinnati Planning Commission. AUSTIN W. MUSSER is an attorney with the law firm of Frost Brown Todd, LLC . His practice includes a wide variety of business litigation, including breach of contract and construction law, as well as land use planning, zoning and enforcement in the government sector. Mr. Musser is a member of the Ohio State Bar Association. He earned his B.A. degree from Hillsdale College and his J.D. degree from The College of William & Mary School of Law.
